30.- B-1 LIMITED BUSINESS AND PROFESSIONAL OFFICE DISTRICT REGULATIONS
(a)
The B-1 District is intended and designed to provide certain areas of the city for the development of professional and business offices in areas where residential dwellings predominate. The district is intended to include primarily established residential areas where changing conditions have made limited office use suitable and not incompatible with the basic residential character of the district. The district is also intended for certain residential areas which, by reason of proximity to existing commercial areas and major streets, would be suitable for limited office use.
(b)
It is further the intention of this section that the classification as B-1 of an area will aid in the preservation and stabilization of property values. To this end, it is the intention that new buildings or the conversion and alteration of existing buildings be compatible by means of landscaping, open space and architectural treatment with neighboring residences.
(a)
Only the use of structures or land listed in this section shall be permitted in the B-1 District:
(1)
Any use permitted in the R-3 District.
(2)
Business and professional offices, such as the following: Law, engineering, architecture, real estate, insurance, accounting, bookkeeping, finance, banking, stock brokerage and uses of a like or similar nature.
(3)
The office of a doctor, dentist, osteopath, chiropractor, optometrist, chiropodist or similar profession.
(4)
Clinics or group medical centers, including dental clinics; but not including animal clinics or hospitals.
(5)
Hospitals, libraries, funeral homes and mortuaries.
(6)
Office buildings serving the management, research, design, marketing and production needs of the general business community.
(7)
The following low-intensity commercial service uses intended primarily to serve the occupants and patrons of the B-1 District shall be permitted within a building housing a use permitted under items (1) through (7) above:
a.
Bookstores, camera stores, snack shops, drugstores, gift shops, restaurants (not including drive-in restaurants), cocktail lounges, travel agencies, stationery stores and uses of a like or similar nature.
(a)
No existing residential building shall be altered or reconstructed in such a way so as to appear to be anything but residential in character.
(b)
All new construction shall, by means of external treatment, be compatible with nearby residential areas.
(c)
No off-street parking areas shall be located in any required front yard.
(d)
There shall be no display of goods from windows, doors or other openings.
(a)
Accessory uses permitted in and as limited in the R-1 District.
(b)
Accessory uses and structures customarily incidental to any principal permitted use.
(c)
Home occupations as permitted in and as limited by Section 19.02.050(i).
(d)
Prescription pharmacy accessory to a medical clinic.
(e)
Family day care homes, group day care homes, and preschools.

(a)
The following minimum requirements shall be observed subject to the modifications contained in Section 19.02.100:
(1)
Lot area: Same as required in the R-3 District for residential uses. No minimum requirement for any other permitted uses.
(2)
Lot area per dwelling unit: Same as required in the R-3 District.
(3)
Lot width: Same as required in the R-3 District for residential uses. No minimum requirement for any other permitted uses.
(4)
Front yard: 25 feet.
(5)
Side yards: Same as required in the R-3 District for residential uses. No minimum requirement for any other permitted uses except when adjoining any "R" district or street right-of-way; in which case, twenty-five (25) feet.
(6)
Rear yard: 30 feet.
(7)
Maximum height:
Principal building - 45 feet.
Accessory buildings - 12 feet.
(8)
Maximum number of stories:
Principal building - 4 stories.

(a)
The total land area devoted to open space and landscaping shall not be less than twenty (20) percent of the gross land area included in the building lot. Such open space shall be maintained as grassed and landscaped area and shall not include access drives, parking areas, structures or buildings except ornamental structures included as part of the landscaping theme.
(a)
Spaces for off-street parking and loading shall be provided in accordance with the provisions of Chapter 19.06.
(a)
Site plans shall be required in accordance with the provisions of Chapter 19.12 for all uses permitted in this district.
(a)
Signs shall be provided in accordance with the provisions of Chapter 19.09.
The minimum dimension of the main body of buildings containing any number of dwellings, and having as its only principal permitted use a residential use, shall not be less than twenty-four (24) feet.
