A board of zoning appeals i8 hereby established in and for the village. The board shall consist of five members appointed by council for five-year terms beginning on the effective date of this chapter (February 18, 1964). The terms of the original members shall be of such length and so arranged that the term of one member will expire each year. Vacancies shall be filled by appointment by council.
