The classifications of districts set forth in § 151.10 shall not be construed as a listing of the most restricted to the least restricted districts, nor shall it be construed that a use permitted in a certain district shall be permitted by right in a district which is listed subsequently, unless that use is specifically permitted in the subsequent district.
