ARTICLE IV

Residential A RA District Regulations

§ 340-13 Purpose.

In the RA District, the primary use shall be single-family homes. Duplexes and townhouses are permitted as conditional uses. The purpose of this zone is to promote the most desirable residential use in the area and to protect existing neighborhoods.

§ 340-14 Permitted uses.

Uses given in the following categories shall be according to the common meaning of the term or according to definitions given. Uses not specifically listed or defined to be included in the categories under this article shall not be permitted except as provided for in Article XI.
Permitted uses.
Essential services (see § 340-81K).
Forestry.
Public grounds.
Riverfront Planned Developments (see Article X).
Single-family dwellings.
Accessory uses.
Garages.
Home-based businesses (see § 340-67).
Parking areas.
Sheds.
Swimming pools.
Tennis/pickleball courts.
Personal recreation equipment.

§ 340-15 Conditional uses.

Land may be used and structures with approved foundations may be erected, altered, or used only for the following uses. The granting of a conditional use by the Board of Commissioners, as listed below, shall be issued only after submission of the required application and site plan, and review and recommendation by the Planning Commission. Specific criteria for each conditional use can be found in Article XIII.
Religious facilities (see § 340-81A).
Duplexes (see § 340-81C).
Educational institutions/schools (see § 340-81B).
Group care residences (see § 340-81U).
Personal care homes (see § 340-81Z). Townhouses (see § 340-81D).
Short-term rentals (see § 340-81CC).

§ 340-16 Lot, yard and height requirements.

Minimum lot area.
Single-family residence: 4,000 square feet.
Duplex and townhouses: 3,750 square feet per family.
Minimum lot width: 40 feet.
Minimum yard dimensions (setbacks).
Front yard: 25 feet.
Side yard: five feet.
Rear yard: 15 feet.
Accessory structures.
Side yard: five feet.
Rear yard: 10 feet.
Height.
No structure shall exceed 35 feet in height above street level.
Accessory structures: maximum height of 15 feet, except that the height of the accessory structure shall not exceed the height of the principal building.
Bulk.
Maximum building coverage: 50%.
Maximum lot coverage: 75%.
Recreational vehicle parking.
Recreational vehicle parking shall be limited to two vehicles per property.
Recreational vehicle parking is prohibited on undeveloped lots.
Recreational vehicles shall be required to be maintained in an operational condition and maintain required plates, inspections and/or registrations, as required per PennDOT Department of Motor Vehicles and/or the Pennsylvania Fish and Boat Commission.
Recreational vehicles that are not fully enclosed shall be covered with a well-fitting and well secured cover.
All driveways must lead only to a required parking area. A secondary driveway shall not be created for the purposes of parking a recreational vehicle.
Lighting.
Residential lighting shall not exceed 0.2 footcandles.

§ 340-17 Land development plan approval.

When the establishment of any authorized use in this district constitutes a land development, as defined herein, land development plan approval, as required by the Chapter 290, Subdivision and Land Development, of this Code shall be a prerequisite to obtaining a building permit, as required by § 340-87, and/or a certificate of occupancy required by § 340-89 of this chapter.
