Fees for the review of land use actions outlined in this chapter shall be fixed by the City Council by resolution and shall be reviewed annually. Such fees shall be paid upon submission of an application or petition and shall be refundable only in those circumstances where the application or petition is withdrawn before the City incurs costs related to the review and/or processing of the request.
