No fence over thirty (30) inches in height and more than twenty (20) feet long may be constructed until the owner applies for and receives a permit from the Clerk. The owner must provide a drawing of the lot and provide to the Clerk information regarding the height, location and type of material to be used in the construction of the proposed fence. No fence over thirty (30) inches in height which restricts visibility shall be built within twenty-five (25) feet of the property lines on a corner lot. The permit fee shall be determined in the same manner as fees for building permits.
