Any person wishing a variance in the requirements of the restricted residence district requirements establishment by this chapter shall file an application therefor. The Mayor shall then publish notice of a time and place of hearing on such application at least five (5) days in advance of the time of hearing by one publication in a newspaper printed and published in the City, describing the real estate on which the proposed building is to be moved, erected, reconstructed, altered, repaired or used.
