No moveable building over ten feet by sixteen feet (10' x 16') or permanent building or other permanent structures shall be erected, moved or added to without a permit therefor issued by the Clerk. No building permit shall be issued except in conformity with the provisions of this chapter. The following sequence shall be followed in obtaining a building permit:

   2.   The Building Inspector shall inspect the premises to insure proper setback according to this chapter. In the sole discretion of the Building Inspector, the property owner may be required to make a survey to determine property lines.

   3.   A building permit shall be issued by the Clerk upon approval of the application by the Building Inspector.
