Certification of occupancy and compliance.
It shall be unlawful to commence construction of any residence, building or any other improvement until a building certificate or permit issued by the zoning enforcement officer to the effect that the building or improvement so contemplated and the proposed us thereof conform to and comply with the zoning and the health laws of the City of Ottawa. No change or extension of use and no alterations shall be made in a nonconforming use of premises without a certificate of occupancy first having been issued by the zoning enforcement officer that such changes, extension, or alteration is in conformity with the provisions of this chapter.
Building or occupancy certificates shall be applied for in writing prior to the commencement of any construction, change, extension or alteration, and a record of said certificates shall be kept on file in the office of the zoning enforcement officer.
