(a)

The city on its own initiative does hereby locate and fix a bulkhead line or offshore line in St. Andrews Bay described as follows:

Commencing at Panama City Harbor Control Monument No. 3, located in Beach Drive between Moore Circle (described as Beach Circle in Delmar Plat) and Florida Avenue; thence south 2 degrees, 12 minutes east, 1036.71 feet to the point of beginning of the Panama City Bulkhead Line, which point is 365 feet more or less southwest of the high water line of St. Andrews Bay; thence south 46 degrees 10 minutes east, 1811.20 feet along the Panama City Bulkhead Line, to the end of said line at the northwest corner of the Panama City Marina; thence north 52 degrees 53 minutes east, 879.75 feet to a point; thence north 32 degrees 30 minutes west, 567.18 feet to Panama City Harbor Control Monument No. 7.

A drawing thereof having been filed with the city clerk[-treasurer] showing the same.

The city on its own initiative does hereby locate and fix bulkhead lines or offshore lines in St. Andrews Bay described as follows:

Commence at the Southeast corner of the Southeast Quarter of the Northwest Quarter of Section 1, Township 4 South, Range 15 West, thence, N 0°-05'-00"E for 825.0', thence due West 740.0' to the point of beginning of this bulkhead line; thence continue due West 337.0'; thence N 40°-27'-57"W 1657.37'; thence N 13°-00'-00"E 250.0' to a point and the end of this bulkhead line, this point being described as commencing at the centerlines intersection of U.S. Highway No. 98 and Molitor Avenue; thence S 1°-47'-00"W 1816.5'; thence S 77°-00'-00"E 150.0'; thence S 1°-47'-00"W 1816.5'; thence S 77°-00'-00"E 150.0'; thence S 13°-00'-00"W 218.0' to the said point. Said bulkhead line located in Section 1-T4S-R15W.

Also commence at the Northwest corner of the Southwest Quarter of Section 35, Township 3 South Range 15 West; thence S 1°-47'-00" W for 2111.0' to the point of beginning of this bulkhead line; thence N 72°-37'-59" E 1029.58' to a point, said point being S 1°-47'-00" W and 1168.0' from the intersection of the centerlines of said U.S. No. 98 and Stephens Avenue; thence N 78°-31'-25" E 643.9' to a point, said point being S 1°-47'-00" W 885.0' from the intersection of the centerlines of said U.S. No. 98 and Baltimore Avenue, thence S 87°-39'-56"E 1030.86' to a point, said point being S 1°-47'-00" W and 924.0' from the intersection of centerlines of said U.S. No. 98 and Danford Avenue; thence S 59°-28'-15" E 1507.36' to a point, said point being S 1°-47'-00" W and 1690.0' from the intersection of the centerlines of said U.S. No. 98 and Grant Avenue; thence S 77°-22'-20" E 671.65' to a point, said point being S 1°-47'-00" W and 1835.0' from the intersection of the centerlines of said U.S. No. 98 and Drummond Avenue; thence S 64°-56'-00" E 973.74' to a point, thence N 13°-00'-00" E 330.0' to a point and the end of the bulkhead line, said point being described as commencing at intersection of the centerlines of said U.S. No. 98 and Molitor Avenue, thence S 1°-47'-00" W 1816.5' thence S 13°-00'-00" W 100.0' to the said point. Said bulkhead line located in Section 35 - T3S - R15W and Section 1 - T4S - R15W.

There is hereby established a bulkhead line for the following designated sovereign tidal water and submerged land lying within the corporate limits and subject to the jurisdiction of this city:

That portion of Johnson Bayou west of Florida Avenue said bulkhead line being particularly described as follows: Parallel to the existing high water line at a distance of one foot towards the channel in the tidal water named above.

From and after the effective date of this section, no fill or filling or other creation or extension of land shall be made or maintained on the channel or lakeward side of the above-described bulkhead line.
