The city is divided into the following types of use districts:

H.
MHP mobile home park;
I.
I industrial;

P-1 public use.

An Overlay Zone may be placed over any use district established under section 19.08.010, pursuant to the provisions of Chapter 19.50 of this Title.

The zoning districts are bounded as shown on a map entitled, "Zoning Map of the city of Petersburg," a certified copy of which map is to be on file in the office of the city clerk. The map, together with all explanatory matter thereon, is made a part of this title as if the matters and information set forth on such map were all fully described in this title.

Where uncertainty exists with respect to the boundaries of any of the districts designated in Section 19.08.010 of this chapter and shown on the zoning map, the following rules shall apply:
A.
Where district boundaries are indicated as approximately following the centerlines of streets or alleys, such centerlines shall be construed to be such boundaries.
B.
Where district boundaries are indicated as approximately following lot lines, such lot lines shall be construed to be such boundaries.
C.
Where district boundaries are shown dividing un-subdivided property, the location of such boundaries shall be determined by the use of the scale appearing on such map, unless otherwise determined by dimensions thereon.
D.
Where district boundaries are indicated as approximately following the centerlines of projected streets or highways, the scale of said map shall determine such district boundaries until such time as such streets or highways are constructed, whereupon the centerlines thereof shall constitute such district boundaries.
E.
Where a district boundary divides a lot which was in single ownership and of record at the time of the passing of this title, the use of and the district requirements applying to the least restricted portion of such lot shall be considered as extending to the entire lot; provided, that the more restricted portion of such lot is entirely within twenty-five feet of such dividing district boundary. The use so extended shall be deemed to be conforming.
F.
All areas within the corporate limits of the city which are underwater or tidelands and are not shown as included within any district shall be subject to regulation as if a part of the district which is immediately adjacent to such tidelands and underwater lands.
G.
Whenever any street, alley or public place is lawfully vacated, the zoning district adjoining each side of such street, alley or public place shall be extended to the center of the area vacated, and all such areas shall thereafter be subject to all of the regulations of the so-extended districts.

The purpose of this chapter is to set forth the different classifications of zoning districts. This system is an overlay, on which, with exceptions, allow a less restrictive district to include all activities that are allowed in a more restricted district, i.e., in an Industrial area (I) all activities area allowed that are permissible in a Commercial area (C-1), and the commercial district allows all activities permissible in a multiple-family (MF) district. Exception: Mobile homes are not allowed in the next less restricted district, commercial, although they are allowed in the industrial districts.
