(A)

The city council may change zoning districts, boundaries, regulations and classifications. The City Council, after consideration by the Planning and Zoning Commission, may adopt, amend, change, revise or repeal any section, including any zoning district, boundary, regulation or zoning classifications in this Chapter 20 and the Padre Boulevard and Entertainment District Code.

(B)

Submission of changes to the Planning and Zoning Commission. Any proposed amendments, changes, revisions, to Chapter 20 and the Padre Boulevard and Entertainment District Code, also known as the Form Base Code, shall be submitted to the Planning and Zoning Commission for their consideration, review and recommendations prior to action being taken by the City Council on the matters so submitted.

(C)

Public Hearing Required. A public hearing shall be held by the City Council before adopting any proposed amendment, changes, or revisions to any regulation, boundary, or zoning classification contained in Chapter 20 and the Padre Boulevard and Entertainment District Code. Notice of such public hearing shall be published at least once fifteen (15) days prior to the public hearing in the city's official newspaper, or a newspaper of general circulation in the city stating the time and place of such public hearing.
