CHAPTER 23

JOINT RECREATION BOARD

23.01 PURPOSE.

The purpose of this chapter is establish, for the cities of Tama and Toledo, a joint administrative board to plan and administer recreation programs and facilities for the leisure time of the residents of all ages in said cities and their environs.

23.02 BOARD APPOINTED.

There is hereby created and established a joint Recreation Board between Toledo and Tama, which shall consist of six (6) total members, three (3) residents appointed by each city council of Toledo and Tama. Each city shall appoint two (2) members who reside within their respective city limits, and one (1) member that resides outside of their respective city limits, but resides within the South Tama County Community School District.

23.03 TERM OF OFFICE, COMPENSATION AND OFFICERS.

The Board members serve for staggered terms of three years. Members serve without compensation, but may receive their actual expenses subject to Council approval. The Board may select one of its members to be Treasurer or Clerk in charge of the Board’s financial accounts and business records and said Treasurer or Clerk shall be compensated for any additional work. Vacancies which occur on the Board during a term of office shall be filled in the same manner as original appointments.

23.04 DUTIES OF BOARD.

The Joint Recreation Board shall develop a plan for a recreation program, including the use of recreational facilities made available to implement said program, for the leisure time of citizens of all ages who live within the boundaries of the Community School District of South Tama County. This authority is subject to the limitation of expenditures for salaries, supplies, contracts, capital outlays, and other expenses set forth in the annual budget provided by the City Councils for recreational purposes.

23.05 BUDGET.

The Joint Recreation Board shall meet at least once each year prior to January 1, and submit in writing, to the Councils of the cities of Tama and Toledo, a budget in accordance with the laws of the State of Iowa which shall be approved by the Councils of said cities.

23.06 REPORTS.

The Joint Recreation Board shall make at least one written report to the Councils of said cities of its activities and may make other such written reports from time to time as it so desires or upon City Council request. The annual report shall contain an accounting of its revenues and expenditures for the preceding year and a copy thereof shall be provided to each member of the Board as well as each City Council.

23.07 BOARD ACCOUNT AUTHORIZED.

A Recreation Board account shall be established in the names of the cities of Tama and Toledo and the Board shall designate one of its members as its Treasurer, under bond running to said cities, who shall be authorized and directed to make deposits and withdrawals on said account.

23.08 RULES AND REGULATIONS.

The Board shall have the power to make rules and regulations for the use of recreational facilities or for the conduct of recreation programs, subject to the approval of the City Councils and the governing body of any other administrative agencies participating in any cooperative program with said cities. Such rules shall be either posted in the facility or otherwise publicized in a manner to provide adequate notice to the using public.
