The City Council may from time to time by resolution establish and designate certain areas within the City as recreational trails.
48.02 APPLICABILITY.
The requirements set out in this chapter apply to all recreational trails designated by the City.
48.03 CLASSIFICATION FOR USE.
Recreational trails shall be used and classified as trails for foot traffic, bicycling, cross-country skiing, skating, and other special uses that may be authorized by special permit issued by the Council.
48.04 PROHIBITED USES.
The use of motorized vehicles and snowmobiles is prohibited on recreational trails within the City, except for authorized emergency and maintenance vehicles.
48.05 HORSES PROHIBITED.
No person shall permit or allow a horse under said person’s control to be on any recreational trail within the City. For the purposes of this chapter, “horse” is defined as any equine animal, including horses, mules, burros, donkeys and all llamas or alpaca-like animals.
48.06 DOGS ON TRAILS.
No person shall permit or allow a dog on a recreational trail unless the dog is under the control of that person and is on a leash of six feet or less in length. The person in control of the dog shall pick up and dispose of any feces from the dog under that person’s control. For purposes of this chapter, “dog” is defined as all members of the canine species, male or female, whether altered or not.
48.07 DAMAGE TO TRAILS AND VEGETATION PROHIBITED.
No person shall, by such person’s own action or by the action of any animal under said person’s control, damage any vegetation or damage the surface of the trail on any recreational trail within the City. Any person doing such damage or allowing such damage to be done shall be fully responsible for the cost of restoration of the trail or the vegetation.
48.08 PENALTY AS MUNICIPAL INFRACTION.
Any violation of this chapter shall be considered a municipal infraction under applicable State law allowing such municipal infractions.

Special permits may be issued by the City Council or its designee for special events on specific dates utilizing golf carts or similar motorized transportation upon a recreational trail for elderly and/or persons with disabilities.
