The term “cemetery” means the Woodlawn Cemetery, which is a municipal cemetery under the provisions of Chapter 523I of the Code of Iowa, and which shall be operated under the provisions of Chapter 523I of the Code of Iowa and this chapter.

115.02 CONTROL.
The control and management of Woodlawn Cemetery shall be vested in the Council.
115.03 PRICE OF LOTS.
The price of lots in the cemetery shall be fixed by resolution, from time to time, by the Council.
115.04 PLAT.
A plat showing all lots, drives, and roads in Woodlawn Cemetery shall be kept in the office of the Clerk and the office of the cemetery sexton, and a record shall be kept showing the owners of the lots and the numbers of spaces for graves occupied and unoccupied in each of said lots and the names of the persons buried in said cemetery with the date of each burial. The plat and record shall be open to public inspection at all times.
115.05 OPENING GRAVES.
The charge for opening graves in the cemetery shall be fixed by resolution from time to time by the Council. The cemetery sexton shall open all graves and disinter all bodies at the rates fixed by the Council, and the sexton shall attend the burial and fill the grave and perform such other service as is necessary to leave the lot in proper condition.
115.06 SIZES OF GRAVES.
All graves in Woodlawn Cemetery shall be not less than five feet deep, and the head of each grave shall be two feet east of the west line of each lot.
115.07 PURCHASING LOTS.
Any person desiring to purchase a lot in Woodlawn Cemetery shall make application to the Clerk, who shall inform such person of the location of all lots for sale and the price of the same.
115.08 SALE OF INTERMENT RIGHTS.
The sale or transfer of interment rights in the cemetery shall be evidenced by a certificate of interment rights or other instrument evidencing the conveyance of exclusive rights of interment upon payment in full of the purchase price. The agreement for interment rights shall disclose all information required by Chapter 523I of the Code of Iowa. The payment of all fees and charges shall be made at the office of the Clerk, where receipts will be issued for all amounts paid. Said fees and charges shall be based upon the charges as established by the Council.
115.09 PLANTING.
No planting of any trees, shrubs, or plants shall be allowed on any cemetery lots, except as provided in Section 115.10.
115.10 DECORATIONS, PLANTINGS, AND FLOWERS.
Flowers and other decorations or memorials may be placed upon lots at any time other than from May 1 to May 10. Those remaining on May 1 will be deemed abandoned and removed. Three weeks following Memorial Day all decoration (except permanent plantings in urns on concrete foundations) shall be removed.
115.11 MEMORIAL GARDEN.
Block Five of the north addition to Woodlawn Cemetery shall be designated as Memorial Garden, and all grave markers shall be of a flat type of either bronze or stone on cement base not less than 30 inches deep, with the top of said marker to be not above ground level.
115.12 FOUNDATIONS FOR MARKERS.
Placement of markers shall be under the supervision of the cemetery sexton and foundations shall be placed of a size and type approved by the sexton.
115.13 VETERANS.
Any veteran, as defined in Section 35.1 of the Code of Iowa, who is a landowner or who lives within the City shall be allowed to purchase an interment space and to be interred within the cemetery. In addition, any veteran who purchases an interment space within the cemetery shall be allowed to purchase an interment space for interment of the spouse of the veteran if such a space is available, and the surviving spouse of a veteran interred within the cemetery shall be allowed to purchase an interment space and be interred within the cemetery if such a space is available.

All in-ground interments occurring within Woodlawn Cemetery shall require the use of a vault approved by either the cemetery sexton or Public Works Director. The purpose of the vault shall be to ensure the stability and integrity of such graves. To this end, the sexton and Public Works Director are empowered to develop regulations defining acceptable vaults.
