This chapter shall be known and may be referred to as the City of Toledo Building Codes.

Pursuant to published notice and public hearing, as required by law, the International Building Code, 2018 Edition, published by the International Code Council, and official copy of which is on file in the office of the City Clerk, is hereby adopted in full by reference with the following additions, deletions, and modifications:

1.   Section 109.2 Schedule of Permit Fees is deleted and replaced with the following language:

   “On buildings, structures or alterations requiring a permit, a fee for each permit shall be paid as required, in accordance with the schedule as established by the City by resolution.”

2.   Section 109.3 Building Permit Valuations is deleted and replaced with the following language:

   “The applicant for a permit shall provide an estimate permit value at the time of application. Permit valuations shall include total value of work, including materials and labor for which the permit is being issues. If, in the opinion of the building official, the valuation is underestimated on the application, the permit shall be denied, unless the applicant can show detailed estimates to meet the approval of the building official. Final building permit valuation shall be set by the building official.”

3.   Section 109.4 Work Commencing Before Permit Issuance is deleted and replaced with the following language:

   “Any person who commences any work on a building structure before obtaining the necessary permits shall be subject to a fee established by the City by resolution that shall be in addition to the required permit fees.”

Pursuant to published notice and public hearing, as required by law, the Uniform Plumbing Code, 2018 Edition, published by the International Association of Plumbing and Mechanical Officials and as amended by the State of Iowa, is hereby adopted in full by reference. An official copy of the Uniform Plumbing Code is on file in the office of the City Clerk.

Pursuant to published notice and public hearing, as required by law, the National Electrical Code, 2017 Edition, published by the National Fire Protection Association and as amended by the State of Iowa, is hereby adopted in full by reference. An official copy of the National Electrical Code is on file in the office of the City Clerk.

Pursuant to published notice and public hearing, as required by law, the Iowa Statewide Urban Design and Specifications, 2021 Edition, is hereby adopted in full by reference. An official copy of the Iowa Statewide Urban Design and Specifications is on file in the office of the City Clerk.
