An appellant or applicant for a variance or other relief before the Zoning Hearing Board, and any other party to the proceedings before the Zoning Hearing Board, including representatives of the Township, a person aggrieved, any protestant or civic group having asserted an interest in the proceedings, may utilize mediation as an aid in completing such proceedings; provided, however, that the Zoning Hearing Board shall not initiate mediation or participate as a mediating party. Mediation shall supplement, not replace, those procedures and the jurisdiction of the Zoning Hearing Board in this article and in the Pennsylvania Municipalities Planning Code. Nothing in this section shall be interpreted as limiting the municipal police powers of the Township or as modifying any principles of substantive law.
