ARTICLE VII

R-2 Residential Districts

§ 350-32 Intent.

In expansion of the declaration of legislative intent and the statement of community development objectives found in Article I, and in furtherance of the goals and policies of the adopted Upper Moreland Comprehensive Plan, the intent of the R-2 Residential District, among others, is as follows:
A. 
Provide medium-density residential neighborhoods with a variety of housing types.
B. 
Preserve the suburban character of existing neighborhoods.
C. 
Promote the maintenance, stability, continued viability, and enhanced value of the Township's residential neighborhoods.
D. 
Ensure new residential infill development and redevelopment is in character with existing neighborhoods.

§ 350-33 Use regulations.

A building may be erected, altered, or used, and a lot may be occupied or used, in whole or in part, for any of the uses permitted, as shown in the Use Matrix,[1] and no other, provided that such uses shall comply with the district regulations established in this article and all other applicable sections of this chapter. Such uses shall comply with the district regulations established in Article IV, Use Regulations (in the event of a conflict between district and use regulations, the more stringent regulation shall be applicable), and all other applicable sections of this chapter.

§ 350-34 Dimensional regulations.

The following dimensional regulations are the district standards, which must be achieved for any use, addition, or alteration:

§ 350-35 General development regulations.

A. 
Building design. New homes should be consistent with the pattern of size, mass and footprint, as with other similar homes on the block.
B. 
Outside storage of junk, debris, other materials, and outdoor vehicle repairs shall not be permitted.
C. 
No currently unregistered or uninspected motor vehicle shall be parked, kept or stored on any property, and no vehicle shall at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled, unless such motor vehicle is parked or stored in an enclosed structure which otherwise meets all of the criteria of this district.
D. 
All new developments shall provide sidewalks along any frontage of a property along a public street or shared common drive.

§ 350-37 Additional regulations.

A. 
Corner lots. In the case of a corner lot, a front yard shall be required on each street on which the lot abuts.
B. 
Garages. Garages, when provided, shall satisfy one of the following design options:
(1) 
Front entry garage. Garages which have entry door(s) facing the same street as the front facade of the primary building must meet the following design requirements:
(a) 
Attached garage. When attached to the primary building, the front facade of any garage or structure having an entryway or door for vehicular access must be set back a minimum of 10 feet behind the front facade of the primary building.
(b) 
Detached garage. When detached from the primary building, the front facade and any garage or structure having an entryway or door for vehicular access must be set back behind the rear facade of the primary building.
(2) 
Side entry garage. Garages which have entry door(s) perpendicular to the front facade of the primary building must meet the following design requirements:
(a) 
Must be attached to the primary building.
(b) 
Must have the same or greater front setback than the primary building.
(3) 
Rear entry garage. Garages which have entry door(s) that are on the opposite side of the primary buildings from the front facade must meet the following design requirements:
(a) 
May be attached or detached from the primary building.
(b) 
Must have the same or greater front setback than the primary building.
(c) 
Such garages must be accessed by an alley to the rear of the lot, when feasible.
C. 
Front porches and porticos. In order to keep with the defined character of the existing neighborhood, a front porch or portico shall be required for new residential development when there are four or more existing properties that feature such.
(1) 
Applicability.
(a) 
If two or more properties on the block feature a porch or portico, the same shall be required.
(b) 
If two properties have a porch and the other a portico, then the applicant shall provide either a porch or portico (applicant's choice).
(c) 
If none of the properties on the block features a porch or portico, the applicant shall not be required to provide either a porch or a portico.
(2) 
Design of front porches.
(a) 
The front porch, if required, shall be located on the primary front facade.
(b) 
The minimum projecting depth of the porch area shall be eight feet.
(c) 
The minimum width of a porch at the primary frontage line shall be 10 feet.
(d) 
The minimum clear height of the porch roof shall be eight feet.
(e) 
The porch shall be open on at least three sides and have a roof. The porch shall remain open and shall at no time be enclosed with building walls or screens. Railing shall be permitted no higher than the minimum height required by the building code.
(3) 
Design of porticos.
(a) 
The front portico, if required, shall be located on the primary front facade.
(b) 
The minimum projecting depth of the portico shall be four feet.
(c) 
The minimum width of a portico shall be six feet.
(d) 
The minimum clear height of a portico roof shall be eight feet.
(e) 
Porticos shall be open on at least three sides and have a roof.
