Fees pertaining to applications for amendments, special use permits, variations, appeals and certificates shall be as established by action of the board of trustees and codified in Chapter 25—Comprehensive Fees and Penalties. Such fees shall be paid to the village clerk, who shall give a receipt therefore and account for same at regular intervals to the village board of trustees.

Consistent with chapter 25 of the Code of Ordinances, fees and costs incurred by the village pertaining to review and processing regarding the use and/or development of property shall be paid by the person requesting such review by the village. Regardless of whether an application for amendments, special use permits, variations, appeals or certificates have been filed, the fees and costs incurred by the village shall be paid by the person requesting such review. Any party seeking review and/or processing by the village shall first execute a "reimbursement of fees agreement" and make a deposit in an amount determined by the chapter 25 of the Code of Ordinances based on the anticipated initial costs and fees, which shall be used to cover such fees or costs incurred by the village, including but not limited to engineering, planning or legal review of plans and/or documents and consultants used by the village to review said project or provide technical assistant to the board or staff. No review by staff or the village board, whether meeting as a village board or as a committee of the whole shall occur unless and until the "reimbursement of fees agreement" has been executed and the initial deposit has been made.
