General Provisions
This Chapter shall be known as the "Victor Development Code" or "this Chapter."

A.
The purpose of this Chapter is:
1.
To protect property values;
2.
To preserve the unique, historical, scenic, natural and cultural features of a site;
3.
To achieve compatible land use relationships with the surrounding area;
4.
To facilitate efficient provision of streets, utilities and municipal services;
5.
To secure safety from fire and other dangers;
6.
To lessen congestion in the streets; and
7.
To promote the general health, safety and welfare of the City, its inhabitants and business and property owners.
B.
This Chapter is adopted pursuant to the authority of Section 31-23-101, et seq., C.R.S., and shall apply to all property within the City's jurisdiction.

To the extent that the provisions of this Chapter are the same in substance as the previously adopted ordinances, they shall be considered as continuations thereof and not as new enactments unless otherwise specifically provided. Lots, uses and structures that were in violation of those previously adopted ordinances do not become lawful merely by the repeal of those ordinances.
