Historic Preservation Overlay HPO Zone District
The HPO Zone District shall overlay the entire City, except the Manufactured/Mobile Home District.

The purpose of the HPO Zone District is to preserve the historic character and appearance of the City. The objective of the HPO Zone District is to ensure that new development is consistent with the historic appearance and character of the City.

The following words and phrases, when used in this Article, shall have the following meanings:
Contributing resource means a resource that contributes to the HPO District's overall sense of time, place or historical and/or architectural significance. A contributing resource may not necessarily meet the criteria necessary to be officially designated as historically or architecturally significant.
Noncontributing resource means a resource that does not contribute to the district's overall sense of time, place or historical and/or architectural significance. Noncontributing resources must not noticeably detract from the overall district's sense of time, place and historic and/or architectural significance. Noncontributing structures will be evaluated for their magnitude of impact by considering their size, scale, design, location, etc.

All uses permitted in the underlying zone district shall be permitted uses in the HPO Zone District.

Prior to any new construction or exterior renovation or alteration requiring a building permit, the City will determine whether the structure is a contributing or noncontributing resource.

Any new construction, or any exterior renovation or alteration requiring a building permit on an existing structure that is determined to be a contributing resource, located in the HPO Zone District shall be required to conform to recommendations of an historical appropriateness review. The City's Design Guidelines may be considered in the review of historical appropriateness. Requirements for this review will be determined by the Building Department staff and may include, but not be limited to, the following:
1.
The effect of the proposed change upon the general historical and/or architectural character of the structure or area;
2.
The architectural style, arrangement, age and construction materials of the existing and proposed structures, and their relationship to other structures in the area;
3.
The effects of the proposed work in creating, changing, destroying or otherwise affecting the exterior architectural features of the structure upon which such work is to be accomplished;
4.
The effects of the proposed work upon the protection, enhancement and perpetuation of the historic characteristics of the structure or area;
5.
The condition of existing improvements and whether or not they are a hazard to public health or safety; and
6.
The effects of the proposed work upon the desirability, property values or development of the surrounding area.
