ADMINISTRATION AND ENFORCEMENT
The City Building Official shall administer and enforce this zoning ordinance. Appeal from the decision of the Building Official may be made to the City Council.
No building or other structure shall be erected, moved, added to, remodeled, or structurally altered wherein the value of the labor and materials total one thousand dollars ($1,000.00) or more without a permit therefore, issued by the City Building Official. No building permit shall be issued by the City Building Official except in conformity with the provisions of this ordinance. A building permit is required for, regardless of whether the labor and materials total one thousand dollars ($1,000.00) or more, new fences, alteration of building foundations or load bearing walls and all concrete work.
a)
BUILDING PERMITS NOT REQUIRED:
A building permit is not required for repair of existing structures, or replacement of existing structures listed below provided they meet all the provisions of this ordinance. In all cases, the Building Official shall make the determination if a building permit is not required.

ISSUANCE:
The application, plans, and specifications filed by an applicant for a permit shall be checked by the building official. If the building official is satisfied that the work described in an application for permit and the plans filed therewith conform to the requirements of this Code and other pertinent laws and ordinances and that the required fee has been paid, the building official shall issue a permit therefor to the applicant.
c)
EXPIRATION:
Every permit issued by the building official under the provisions of this Code shall expire after one hundred eighty (180) days from the date of such permit. Before such work can be recommenced, a new permit shall be first obtained to do so, and the fee therefor shall be twenty dollars ($20.00), provided no changes have been made or will be made in the original plans and specifications for such work.
d)
SUSPENSION OR REVOCATION:
The building official may, in writing, suspend or revoke a permit issued under provisions of this Code whenever the permit is issued in error or on the basis of incorrect information supplied, or in violation of any ordinance or regulation or any of the provisions of this Code.

In the area of the City of Watford City's extra-territorial zoning jurisdiction, a building permit shall be required except as otherwise stated in this chapter.

Each application for a construction permit shall be accompanied by a plat in duplicate, drawn to scale, showing the actual dimensions of the lot to be built upon, the size, shape and location of the building to be erected and such other information as may be necessary to provide for the enforcement of this regulation. A record of applications and plats shall be kept in the office of the Building Official.

The owner or agent of a building or premises in or upon which a violation of any provision of this ordinance has been committed or shall exist; or the lessee or tenant of an entire building or entire premises in or upon which a violation has been committed or shall exist; or the agent, architect, building contractor or any other person who commits, takes part or assists in any violation or who maintains any building or premises in or upon which a violation has been committed or shall exist, shall be punished by a fine not to exceed five hundred dollars ($500.00). Each and every day that such violation continues shall constitute a separate offense.

In case any building or structure is erected, constructed, reconstructed, altered, repaired, converted or maintained, or any building, structure or land is used, in violation of this regulation, the appropriate authorities of said area, in addition to other remedies, may institute injunction, mandamus, or other appropriate action or proceedings to prevent such unlawful erection, construction, reconstruction, alteration, conversion, maintenance or use, or to correct or abate such violation or to prevent the occupancy of said building, structure or land.

Unless otherwise stated within this Chapter, the fees for defraying the costs of the proceedings prescribed in this Chapter shall be set by resolution by the City Council, and shall be on file for inspection at the office of the City Auditor during normal business hours.
