MANUFACTURING

§ 157.350 PURPOSE AND INTENT.

   The purpose of the Heavy Manufacturing Zone is to provide suitable areas that will accommodate the need for heavy-intensity manufacturing, extracting, and associated uses where the environmental impact upon the community may be substantial, and where public regulation may be necessary to preserve the general welfare of the community.

§ 157.351 PERMITTED USES.

   (A)   Any permitted uses in an M-1 Zone;
   (B)   Building material sale yards, and blacksmith shop;
   (C)   Contractor’s equipment storage yards;
   (D)   Feed, cereal, or flour mills;
   (E)   Freighting or trucking yard, or terminals;
   (F)   Manufacturing, processing, compounding, packing treatment, and/or storage of acetylene gas;
   (G)   Manufacturing, fabrication, assembly, canning, compounding, packaging process, treatment, storage, and/or maintenance of the following:
      (1)   Airplanes and parts; automobile and parts;
      (2)   Cans;
      (3)   Emery cloth excelsior;
      (4)   Hardware;
      (5)   Machinery and matches;
      (6)   Oxygen; and
      (7)   Salt.

§ 157.352 CONDITIONAL USES.

   The following uses shall be permitted only when authorized by a conditional use permit as provided in §§ 157.515 through 157.529:
   (A)   Any conditional uses allowed in an M-1 Zone;
   (B)   Automobile recycling (parts dismantling) when conducted within a completely-enclosed building. The recycling facility shall have no more than 40 automobiles at the site at any one time. Any automobile recycling vehicle storage area must be enclosed by a solid wall or fence of not less than seven feet in height;
   (C)   Go-cart racing or drag strip racing;
   (D)   Incinerators, non-accessory; provided, that no objectionable fumes and odors are emitted;
   (E)   Manufacturing, fabrication, assembly, canning, compounding, packaging process treatment, storage, and/or maintenance of the following:
      (1)   Alcohol;
      (2)   Brass, bricks;
      (3)   Candles, cast stone products, cement and cinder products, copper, ceramic products, and clay products;
      (4)   Dyestuffs;
      (5)   Feathers, fiber, and fish food products;
      (6)   Glass, glucose, and gypsum;
      (7)   Hair;
      (8)   Ink and iron;
      (9)   Lampblack, linoleum, and lime;
      (10)   Malts, meats;
      (11)   Oilcloth, oiled rubber goods;
      (12)   Paper, paint, pulp, pickles, plaster, plaster of paris, and plastic;
      (13)   Sauerkraut, sheet metal, shellac, shoddy, shoe polish, soap and detergent, starch, and steel;
      (14)   Terra cotta, tile, and turpentine;
      (15)   Varnish, vinegar; and
      (16)   Yeast.
   (F)   Metals, and metal products treatment and processing;
   (G)   Oil or lubricating grease compounding;
   (H)   Petroleum refining and storage;
   (I)   Railroad yards, shops, and/or roundhouses;
   (J)   Rock crushers;
   (K)   Sewage disposal or treatment plants;
   (L)   Wrecked car sales;
   (M)   The uses which follow, provided they are located at least 600 feet from any Zone boundary:
      (1)   Animal by-product plants, garbage, offal, or dead animal reduction or dumping, and automobile wrecking yards; provided, the use is enclosed with a seven-foot high solid fence or wall;
      (2)   Blast furnaces;
      (3)   Cement, mortar, plaster or paving materials, and central mixing plants;
      (4)   Fat rendering;
      (5)   Gravel pits, and quarries;
      (6)   Junk or salvage yards; provided, the use is enclosed with a seven-foot high solid fence or wall;
      (7)   Manufacturing, processing, refining, treatment, distillation, storage, or compounding of the following:
         (a)   Acid;
         (b)   Ammonia;
         (c)   Asphalt;
         (d)   Bleaching powder and chlorine;
         (e)   Bone;
         (f)   Chemicals of an objectionable or dangerous nature;
         (g)   Coal or wood;
         (h)   Creosote;
         (i)   Disinfectants or insecticides;
         (j)   Fat;
         (k)   Fireworks or explosives;
         (l)   Fur;
         (m)   Gas;
         (n)   Gelatin or size;
         (o)   Glue;
         (p)   Hide;
         (q)   Ore;
         (r)   Plastic;
         (s)   Potash;
         (t)   Pyroxylin;
         (u)   Roofing or waterproofing materials;
         (v)   Rubber or guttapercha;
         (w)   Tallow grease or lard;
         (x)   Tar; and
         (y)   Wood.
      (8)   Metal crushing for salvage;
      (9)   Ore bonification;
      (10)   Smelting or refining of materials;
      (11)   Steel or iron mill mines; and
      (12)   Stockyards and slaughter houses.
   (N)   Manufactured housing to serve as quarters for a guard or night watch person and family, so long as it is permanently affixed on approved concrete or concrete block foundation.

§ 157.354 SIGN REGULATIONS.

   The height, size, and location of the following permitted signs shall be in accordance with the regulations set forth in §§ 157.755 through 157.761:
   (A)   Advertising signs and billboard; provided the following conditions are met.
      (1)   Size. The maximum size of a billboard at any one location shall not be larger than 1,000 square feet.
      (2)   Spacing. The minimum distance between any two billboards adjacent to, and facing, a freeway or highway shall be 500 feet.
      (3)   Freeway access. The minimum distance between any advertising sign or billboard and the beginning of the pavement widening for an entrance or exit ramp on a freeway shall be not less than 500 feet. In addition, billboards adjacent to freeways shall comply with the state outdoor advertising regulations.
   (B)   Animated signs;
   (C)   Business signs not exceeding in area five square feet for each foot of street frontage, with a maximum of 650 square feet for each sign; provided that business signs adjacent to, and within, 660 feet of an interstate freeway or federal aid primary highway may have a maximum size of 1,000 square feet for each sign;
   (D)   Flat signs;
   (E)   Ground signs;
   (F)   Identification sign, illuminated signs;
   (G)   Name plates;
   (H)   Property signs, projecting signs; public necessity signs;
   (I)   Roof signs;
   (J)   Service signs; and
   (K)   Temporary signs.

§ 157.355 STORAGE UNIT RESTRICTIONS.

   (A)   No units south of 4000 S.
   (B)   Storage units are allowed on the following corridors, provided they are set back not less than 800 feet from the centerline of the street (as measured from all four sides of the storage units):
      (1)   1900 W;
      (2)   2550 S;
      (3)   4000 S (north);
      (4)   Midland Dr.; and
      (5)   2100 S.
   (C)   Storage units shall be located only in an M-1, M-2, or MU Zone.
   (D)   (1)   All visible walls on the outside perimeter will be required to have decorative brick or split-face block, with a decorative vertical column every 50 feet if the length is over 100 feet.
      (2)   Elevations and color schemes are required at final approval.
      (3)   No business may operate from within an individual storage unit.
      (4)   Open storage uses, and material deviations from the above requirements, shall require a conditional use permit as provided in §§ 157.515 through 157.529.

§ 157.356 REGULATIONS FOR TEMPORARY STORAGE UNITS, CONTAINERS, AND STRUCTURES.

   (A)   Temporary storage units, containers, or structures are allowed in these Zones for the loading and off-loading of supplies or inventory. They may be stored on-site for up to 30 days; provided they are not able to be seen from any major corridor in the city, do not take up required customer parking, are not on landscaping, and are placed behind buildings or fences that are not see through. Any exception to this shall require a conditional use permit from the Planning Commission.
   (B)   Permanent use of temporary storage units, containers, or structures may be allowed with a conditional use permit, which shall include a site plan and any required building permits. (Note: they shall not be allowed in any Commercial or Manufacturing Zone(s) on lots of less than one acre.) A temporary storage unit, container, or structure must be placed on a hard surface such as gravel, road base, concrete, or asphalt, and made to look like the main structure on the property, including the use of similar building materials and colors. Any exceptions, as well as the number of units, containers, or structures, and the location shall be subject to approval from the Planning Commission.
