B.

A certificate of compliance shall be requested for upon completion of any project, construction, or use for which a floodplain permit was granted. The use permitted by the project shall not commence until a certificate of compliance is issued.

C.

Issuance of a certificate of compliance by the floodplain administrator shall be required before a certificate of occupancy or completion may be issued by the department of community development. The floodplain administrator shall within ten (10) days after receipt of such certification from the applicant issue a certificate of compliance only if the building or premises and the proposed use thereof conform with all the requirements of these regulations and any conditions attached to a floodplain permit. Said submitted certification, along with a copy of the certificate of compliance, shall be kept on record in the community development department.
