§ 14.02.012

"HUD-1" HUD homes, manufactured housing and modular housing district.

(a) 
General purpose and description.
The HUD-1 homes district is intended to provide for quality HUD home subdivision development containing many of the characteristics and atmosphere of a standard single-family subdivision.
(b) 
Use regulations.
(1) 
A building or premises shall be used only for the following purposes:
(A) 
A HUD-code manufactured home. HUD park regulations are found in section 14.02.013. A HUD park is defined as a unity of land under sole ownership where lots are rented or leased as space to be occupied by the described housing.
(B) 
Modular homes.
(C) 
Other uses as listed in section 14.02.022 of this article.
(2) 
The following specific uses shall be permitted in the HUD-1 district when granted in accordance with section 14.02.023.
(A) 
HUD park and such uses normally accessory to a HUD home park, including office and/or maintenance buildings for management and maintenance of the HUD park only, recreation buildings and swimming pools, private clubs, laundry facilities, storage facilities and recreation areas for use by the residents of the HUD park.
(B) 
Other uses as listed in section 14.02.022 of this article.
(c) 
Height regulations.
Thirty (30) feet maximum.
(d) 
Area regulations.
(1) 
Size of yards.
(A) 
Front yard.
Ten (10) feet from a dedicated street.
(B) 
Side yard.
Ten (10) feet minimum; twenty (20) feet minimum between HUD homes; twenty (20) feet minimum from district line; fifteen (15) feet when adjacent to public or private street or drive.
(C) 
Rear yard.
Ten (10) feet minimum. Minimum rear yard for accessory buildings shall be ten (10) feet.
(2) 
Size of lot.
(A) 
Lot area.
Six thousand (6,000) square feet minimum.
(B) 
Lot width.
Sixty (60) feet minimum.
(C) 
Lot depth.
One hundred (100) feet minimum.
(3) 
Minimum dwelling size.
Three hundred twenty (320) square feet.
(4) 
Lot coverage.
In no case shall more than forty percent (40%) of the total lot area be covered by the main building. No more than sixty percent (60%) of the total lot may be covered by the main structure, accessory buildings, driveways and parking.
(e) 
Parking requirements.
Two (2) spaces shall be provided per unit located on the lot plus additional spaces for accessory uses as required in section 14.02.024.
(f) 
Additional restrictions applicable to HUD district.
(1) 
Manufactured housing design and construction will comply with construction and safety standards contained in the Texas Manufactured Housing Standards Act and the National Mobile Home and Safety Standards Act of 1974 and all mobile homes will be subject to inspection by the building official.
(2) 
All HUD-code manufactured homes shall be set on solid slab structure and/or 18" to 20" runners. Additional rooms and enclosed porches shall be constructed on a solid slab.
(3) 
Tie-downs will be required and will be installed prior to occupancy.
(4) 
Underpinning and skirting will be required and will be installed prior to occupancy.
(5) 
Accessory buildings will be either manufactured or constructed in accordance with the adopted city codes.
(6) 
All HUD-code manufactured homes and modular homes shall comply with all regulations of the state and such regulations are hereby incorporated into this section.
