CHAPTER 9

OFF-STREET PARKING

10-9-1: REQUIRED:

Permanently maintained off-street parking facilities shall be provided in accordance with the provisions of this chapter.
   A.   Existing Conforming Use: Existing conforming buildings in C or M prefix land use districts need not comply with the off-street parking requirements of this chapter when conforming use changes take place.
   B.   Enlargement Of Use: When existing conforming buildings in C or M prefix land use districts are enlarged, off-street parking shall be provided for such enlargement in accordance with the provisions of this chapter.
   C.   Conversion From Residential To Office Or Commercial Use: When existing residential structures are converted to office or commercial use, off-street parking shall be provided in accordance with the provisions of this chapter. (1973 Code § 17.72.010)

10-9-2: LOCATION:

Unless otherwise specified, all off-street parking shall be located on or adjacent to the premises. (1973 Code § 17.72.010)

10-9-3: ACCESS:

   A.   Required: Unobstructed access to a public right of way shall be provided, utilizing a driveway or driveways intersecting the right of way at an angle of approximately ninety degrees (90°).
   B.   Two-Way Access: Except for variations approved by the city council, two-way access driveways shall be a minimum of twenty feet (20') in width.
   C.   One-Way Access: One-way access driveways shall be a minimum of fifteen feet (15') in width.
   D.   Backing Over Street Lot Line: Except in conjunction with a single-family or duplex residential use, no parking area shall require or encourage vehicle backing over the street lot line except by special use permit. (1973 Code § 17.72.010)

10-9-4: SPECIFICATIONS:

Public and semipublic parking areas, service areas, loading spaces, drive-in businesses, automobile, mobile home, recreational vehicle and boat sales and storage areas shall be developed in accordance with the following specifications, and shall be subject to review and approval by the city council and the city's chief building inspector:
   A.   Spaces: Automobile off-street parking spaces shall be a minimum of eight and one-half feet (81/2') wide by twenty feet (20') long, or nine feet (9') wide by nineteen feet (19') long. Thirty percent (30%) of the required spaces, in parking structures, may be designed for compact vehicles seven and one- half feet (71/2') wide and fifteen feet (15') long. Layout shall conform to the section 10-9-9 of this chapter. Adequate ingress, egress, circulation and maneuvering areas shall be provided.
   B.   Surface: All required off-street parking spaces shall be surfaced with a minimum of two inches (2") compacted asphaltic concrete over a ninety five percent (95%) compacted base.
   C.   Bumper Guards: Bumper guards shall be provided to prevent free roll onto public right of way or overhang beyond property lines.
   D.   Barrier Walls: Low maintenance walls of an appropriate height shall be required to provide a visual, noise, or public safety barrier between off-street parking or storage uses and properties residentially zoned or used.
   E.   Lighting: Lighting facilities shall be so installed as to reflect away from adjacent property zoned or used residentially.
   F.   Maintenance: Off-street parking or storage areas shall be so maintained as to prevent accumulation of debris or litter.
   G.   Markings: Off-street parking areas shall be striped or otherwise marked so that individual spaces and driving lanes are clearly indicated. Directional markers shall be painted on the driveway surface or placed on standards in accordance with the manual on uniform traffic control devices.
   H.   Valet Parking: On-site valet parking shall comply with all provisions of this chapter excepting that tandem parking may be allowed; stall sizes of eight feet (8') wide by eighteen feet (18') long shall be permitted. (1973 Code § 17.72.010)

10-9-5: NUMBER OF SPACES REQUIRED:

The number of off-street parking spaces for each use is as follows:

1 space per dwelling unit having 1 to 2 bedrooms. There shall be 1 guest parking space for each 5 dwelling units.

Bowling lanes
4 spaces per lane
Casino
1 space per every 500 square feet of gaming and commercial area
Childcare facility
1 space per 5 children
Churches
1 space per each 5 seats
Financial, banks, savings and loan
1 space per every 300 square feet of gross floor area
Food and beverage service:
Drive-through
Minimum of 3 employee spaces, plus 140 linear feet of off-street stacking for drive-through window
Drive-up
1 space for every 100 square feet plus 1 space per every 3 seats
Lounge area/SAA
1 space per every 100 square feet
Sit-down restaurant
1 space for each 3 seats
General retail and services
1 space for every 200 square feet of gross floor area
Hospitals
1.25 spaces per each bed
Hotels
0.8 space per room
Motels
1 space per room
Offices:
Medical professional
1 space for every 200 square feet of gross floor area
Professional
1 space for every 200 square feet of gross floor area
Theaters
1 space per every 3 seats
Industrial:
Requirements shall be determined by the planning commission based on consideration of the particular use and its particular off-street parking demands.
 
Uses Not Herein Established: Demands and requirements not clearly indicated in this section shall be determined by the planning commission based on the particular use and its particular off-street parking demands.
   B.   Compliance Required: These parking requirements are mandatory. All new structures or new higher occupancy uses in existing buildings will be required to meet the parking requirements as listed.
   C.   Multiple Uses: If there are a number of uses on a single parcel, the parking for each individual use is calculated and the total required is the sum of the separate individual requirements.
   D.   On-Street Spaces: On-street parking spaces in commercially zoned areas located on the property in question or immediately in front, on the side or to the rear thereof, shall be considered as parking spaces for such property and shall be deducted from the total number of spaces normally required as set forth in subsection A of this section. 10-9-6: LANDSCAPING:

   A.   Required: Parking areas shall include landscaping as part of their design as shown on a plan submitted to the planning commission and shall include living tree and shrub plantings within the parking area. Existing trees and shrubs shall be preserved to the fullest extent possible. At least five percent (5%) of the total area used for parking and related activities shall be established in permanent living landscaping. Desert landscaping and artificial turf are permitted. Landscaping adjacent to the parking lot owner will be considered as part of the landscaping required. (1973 Code § 17.72.030)
   B.   Maintenance: Shrubs and trees in the landscaping and screening areas shall be maintained in a healthy growing condition. Dead or dying trees or shrubs shall be replaced immediately and the planting area shall be maintained free of weeds and trash on public as well as private property. (1973 Code § 17.72.040)

10-9-7: PERMIT REQUIRED:

A building permit shall be obtained for construction of any off- street parking areas. Application for such permit, together with plans necessary to establish conformance with the provisions of this chapter shall be made to the public works department. (1973 Code § 17.72.050)

10-9-8: PROHIBITED AND RESTRICTED USES:

   A.   Permanent Living Quarters: No tent, passenger coach, bus, motor home, travel trailer, or any similar equipment may be erected or occupied in any use district for permanent living quarters. A mobile home may be used for permanent living or sleeping quarters only in a trailer court or mobile home subdivision.
   B.   Visitors: A motor home, travel trailer, or similar equipment owned or operated by a visitor to the city may be parked on or adjacent to the property occupied by the person who is being visited for a period not to exceed thirty (30) days.
   C.   Recreational Vehicles: All recreational vehicles including, but not limited to, travel trailers, motor homes, dune buggies, boats, and similar equipment owned or operated by a resident of the city must utilize parking off the street of the city. (1973 Code § 17.72.060)
   D.   Inoperable Vehicles: Any vehicle which has been inoperative for seventy two (72) hours must utilize parking off the streets of the city. (1973 Code § 17.72.060; amd. Ord. 06-07, 12-11-2006)
