- ADDITIONAL PERFORMANCE STANDARDS FOR MANUFACTURED HOME PARKS
This chapter provides additional performance standards for the development of manufactured home parks.

Manufactured home parks are subdivisions and shall comply with the platting requirements of section 9-13-2 and all other applicable requirements of chapter 13 of this title that are not superseded by the performance standards of this chapter.

Any manufactured home park that permits transient (less than 31 days) occupancy or occupancy in recreational vehicles is a commercial use, shall be classified as a recreational vehicle park, and shall be permitted only in the HC zoning district.

Manufactured home parks shall comply with all applicable performance standards of this title and the following design requirements:
(1)
Manufactured home parks shall be designed to minimize exposure to natural hazards and damage to natural assets, including soil erosion and the acceleration of stormwater and melt water runoff; exposure to nuisances, including traffic; and conflict with neighboring land uses.
(2)
Each manufactured home space shall be plainly marked and numbered, and no more than one manufactured home shall be placed on each space. A directory sign with a map of the park showing all manufactured home spaces by number shall be placed at each entrance to the park.
(3)
No manufactured home park shall have a density of more than eight spaces per acre.
(4)
Each manufactured home space shall have a minimum width of not less than 55 feet.
(5)
The minimum setbacks within manufactured home parks shall be:
a.
Front yard: ten feet.
b.
Side yard: 15 feet.
c.
Rear yard: 15 feet.
(6)
Accessory buildings, including storage sheds, shall be permitted within the setbacks, but the lot coverage on a manufactured home space shall be limited to 75 percent.
(7)
Solid waste containers shall be provided. Those containers shall be in compliance with section 9-12-28(5) and effectively screened from public view (both from adjoining properties and from the view of park residents).
(8)
All manufactured home parks shall provide and maintain landscaped buffers as required by section 9-12-56.

The following improvements shall be provided in all manufactured home parks:
(1)
Survey monuments as required by state law and this title.
(2)
A connection to the city's potable water system for each space, including any extension of mains required to serve the park and fire hydrants.
(3)
A connection to the city's sewage collection system for each space, including any extension of mains required to serve the park.
(4)
Private utility connections (power, natural gas, telephone, cable television) for each space, including any extension of lines or cables required to serve the park, in compliance with the standards established by the utility involved.
(5)
Paved streets, curbs, gutters, sidewalks, and streetlights as specified in section 9-17-5, with all streets being dedicated to the public.
(6)
A storm drainage system, as necessary.
(7)
Any other improvement required for compliance with this title.
(8)
Underground utilities shall be provided where possible. All utility (public and private) service connections shall be installed onto every space created before the base course of the street is laid.
