- HIGHWAY COMMERCIAL ZONE
This chapter establishes the Highway Commercial (HC) Zoning District, the purpose of which is to provide a place for diverse retail and service uses, particularly those which occupy comparatively large parcels or require extensive parking and loading areas. The uses permitted in this zoning district are expected to generate traffic, including truck traffic, but generally do not have the nuisance potential of an industrial use.

The permitted uses allowed in the HC zoning district shall be:
(1)
Hotels and motels, campgrounds and recreational vehicle parks (SLUC 15).
(2)
Newspapers and commercial printers (SLUC 2710 and 2740).
(3)
Bus passenger terminals (SLUC 4213), broadcast studios (SLUC 4731, 4741, and 4751) and the administrative offices of transportation, communications, and utility services.
(4)
Wholesale uses (SLUC 51), but excluding the wholesale of farm products (SLUC 515); heavy equipment (SLUC 518); metals, minerals, and fuels or other petroleum or chemical products (SLUC 5191-92); and scrap and waste products, including recyclables (SLUC 5193), or other wholesale uses requiring extensive outdoor work or storage areas.

Retail uses (SLUC 52).
(6)
Financial, insurance, real estate and personal services (SLUC 61 and 62).
(7)
Business services (SLUC 63), excluding rental or lease of heavy equipment and warehousing and storage services where the materials or products stored are not fully enclosed within a building, or other miscellaneous business services involving outdoor storage.
(8)
Professional services (SLUC 65).
(9)
Contract construction services (SLUC 66), excluding those with outdoor storage of heavy equipment or construction materials.
(10)
Government services (SLUC 67), excluding those with outdoor storage of heavy equipment or construction materials.
(11)
Educational and miscellaneous services (SLUC 68-69), and cultural, entertainment, and recreational facilities (SLUC 7).
(12)
Veterinary hospitals for small animals, and kennels.
(13)
Accessory uses and structures customarily associated with the uses permitted in the HC zoning district, including one accessory dwelling per use.

Minor utility installations.
(15)
Sexually oriented businesses.

The uses permitted in the highway commercial zoning district, after public review for compliance with the applicable performance standards and approval of a special use permit, shall be:
(1)
Major utility installations.
(2)
Any use specifically excluded in section 9-7-2 because it requires outdoor work or storage areas, but which effectively screens all outdoor storage areas from public view by a combination of site design (i.e., shielding storage with buildings), fences or walls, and landscaped buffers, as provided in section 9-7-6(c).
(3)
Any manufacturing use that is similar to the permitted uses in scale, intensity, and impact on neighboring uses.
(4)
Multifamily dwellings.
(5)
Auto, boat, and trailer sales, repair, service, storage and salvage.

All uses not permitted by section 9-7-2 or 9-7-3 shall be prohibited.

The maximum building height shall be 35 feet.

Curbing, gutter and sidewalks. All uses and buildings shall provide curbing, gutters, and sidewalks on all street frontages. Sidewalks shall be a minimum of five feet wide.
