- CORE COMMERCIAL ZONE
This chapter establishes the Core Commercial (CC) Zoning District, the purpose of which is to provide a place at the center of the city for major public institutions and for retail stores and service uses that are compatible with a "Main Street" development pattern of reliance on on-street parking or public or shared parking lots, commercial buildings fronting directly on the sidewalk and street, 100 percent lot coverage, service access via alleys, and signs on the buildings rather than freestanding.

Any use permitted shall be consistent with the purpose of this zoning district. Examples of the uses that may be appropriate, if consistent with the "Main Street" development pattern, include:
(1)
Administrative offices of transportation, communications, and utilities services, and travel agencies (SLUC 4923-24).
(2)
Retail stores, excluding retail sales of building materials, hardware, and farm equipment (SLUC 52); retail sales of automobiles and other vehicles, marine craft, aircraft, and their accessories, and gasoline service stations (SLUC 55); retail sales of farm and garden supplies (SLUC 596); retail sales of fuel (SLUC 598); and other retail sales that require extensive on-site parking or outdoor sales or storage space.
(3)
Financial, insurance, real estate services (SLUC 61); and personal services (SLUC 62).
(4)
Business services (SLUC 63), excluding warehousing and storage services (SLUC 637); equipment, automobile, and truck rental services (SLUC 6397); and other business services that require the outdoor storage of materials or products or outdoor parking of equipment or vehicles.
(5)
Repair of consumer electronic equipment and appliances, watches, and other repair services (SLUC 649) that do not involve automobiles, other vehicles, or heavy equipment.
(6)
Professional services (SLUC 65), including healthcare and hospital services, and the administrative functions of government agencies.
(7)
Educational and miscellaneous services (SLUC 61 and 68) that are consistent with the intent of this zoning district.
(8)
Cultural, entertainment, and recreational facilities (SLUC 7) that are consistent with the intent of this zoning district.
(9)
Accessory uses and structures customarily associated with the uses permitted in the CC zoning district, including one accessory dwelling unit per commercial use.
(10)
Minor utility installations.
(11)
The administrator may refer any application for a development permit in the CC zoning district to the planning and zoning commission for a determination of the proposed use's or building's compliance (or failure to comply) with the purpose of this zoning district. Such referrals shall be placed on the agenda of the next regular commission meeting.
(12)
Sexually oriented businesses.

The uses permitted in the CC zoning district, after public review for compliance with the applicable performance standards and approval of a special use permit, shall be:
(1)
Radio or television antennas that are over 15 feet in height above the structure to which they are accessory (shorter antennas are customary accessory uses).
(2)
Major utility installations and public facilities, including water storage tanks, fire stations, recreation centers, and similar public facilities.
(3)
Any commercial use excluded by section 9-6-2, but which the developer clearly demonstrates will comply with the intent and purposes of the CC zoning district.

All uses not permitted by section 9-6-2 or 9-6-3 shall be prohibited.

100 percent lot coverage shall be permitted in this zoning district, except where it borders an RA or RB zoning district. Section 9-12-56 requires a landscaped buffer between new developments in the CC zoning district and residential uses. The maximum building height shall be 35 feet.

(a)
Service access. All service access to uses and buildings shall be via an alley, and all uses and buildings shall have service doors, ramps, etc., commensurate with their needs on the alley.
(b)
Alleys. Alleys shall be required, and must be 20 feet or more wide, with a compacted base and minimum three-inch gravel surface. Utilities shall be placed in a manner that does not interfere with freight delivery vehicles.
(c)
Roof drainage. Roofs shall be designed so that drainage is not directed onto sidewalks.
(d)
Curbing, gutter and sidewalks. All uses and buildings shall provide curbing, gutters, and sidewalks on all street frontages. Sidewalks shall be a minimum of seven feet wide.
