The purpose of this article is to protect the public health, safety and welfare in the City of Cape Coral, Florida, by creating and establishing a reserve police force for the City of Cape Coral.

The reserve police force shall, at all times, be under the supervision, direction and control of the Chief of Police of the City of Cape Coral, Florida.

(a)
The Chief of Police, at his or her discretion, may call reserve officers for in-service training with the regularly employed police officers of the city.
(b)
Reserve officers shall also be subject to call for active duty at times and places within the city as the Chief of Police deems necessary in order to protect life and property.
(c)
Provided, however, that no reserve police officer shall be called to active duty until the officer has completed 25 hours of in-service training after the date of this article and, in addition, otherwise satisfied the Chief of Police as being qualified.

After proper qualification, as set forth above, and while on active duty under orders of the Chief of Police, the reserve police officers shall possess all of the powers and perform all of the duties of members of the regular police force of the city.

(a)
When called for in-service training or for active duty, reserve police officers shall wear the identifying uniforms and insignia as may be provided by the Chief of Police.

No reserve police officer shall attempt to enforce any law, ordinance, order, rule or regulation, except as a private citizen, unless wearing the identifying uniform and insignia.

Reserve police officers while on active duty, or training in-service, shall be deemed and considered to be part-time employees of the city.

The purpose of this article is to provide that Code Enforcement Officers shall enforce the Code of Ordinances within the City of Cape Coral to protect the public health, safety and welfare of its citizens.

All Code Enforcement Officers employed by the City of Cape Coral Police Department are authorized to administer the provisions of F.S. Chapter 705 pertaining to lost or abandoned property.

In administering the provisions of F.S. Chapter 705, no Code Enforcement Officer shall have the right to bear arms or make arrests.
