The provisions of the Florida Uniform Traffic Control Law, F.S. Chapter 316, shall apply and be controlling within this city for the purpose of regulating traffic.

The City Manager is authorized to direct the posting or removal of signs regulating traffic on the rights-of-way of the city. The City Manager may only exercise this authority after taking into consideration the need for such regulations or restrictions in the area posted for regulation. The signs shall be installed or removed in accordance with the latest edition of the Manual on Uniform Traffic Control Devices for Streets and Highways, published by the U.S. Department of Transportation.

The City Administration is authorized to set maximum and minimum speed zones on city streets, including the alteration of any existing speed limits, pursuant to F.S. § 316.189, as amended. The Mayor and City Council shall adopt a resolution that will serve to authorize the City Administration to initiate the investigation, as required by the Florida Department of Transportation, in the determination that such speed alteration is reasonable and in conformity with the criteria established by the Florida Department of Transportation. The City Administration shall be authorized to implement any such speed alteration, if determined justified and consistent with the results of the authorized investigation by the Mayor and City Council.
