CHAPTER 15

06 - A-3-RIVERBOAT DOCKING DISTRICT

15.06.010 Statement Of Intent

This district is intended and designed to provide regulations for uses located in floodway areas which are associated with excursion boats and riverboat casino operations.

15.06.020 Principal Uses

The following principal uses shall be permitted outright in an A-3 district:

  1. Riverboat docking facility and slip;
  2. Local utility services;
  3. Marina;
  4. Park and recreation services;
  5. Public safety services;
  6. Commercial recreation (outdoor).

15.06.030 Conditional Uses

The following conditional uses shall be permitted in an A-3 district when authorized in accordance with the requirements set forth in CBMC 15.27.020:

  1. Private campground.

15.06.040 Accessory Uses

Accessory use shall include uses of land or structures customarily incidental and subordinate to one of the principal uses, unless otherwise excluded.

15.06.060 Additional Regulations

The following additional requirements shall apply to all uses located in the A-3 district:

  1. Parking Plans. Applicants for all uses in the A-3 district shall submit a plan to the community development director indicating how off-street parking and loading needs will be fulfilled. The plan shall include delineation of individual parking and loading spaces; circulation area necessary to serve spaces; access to streets and property to be served; curb cuts; dimensions, continuity, and substance of screening; grading, drainage, surfacing, and subgrade details; delineation of obstacles to parking and circulation in finished parking areas; specifications as to signs; and all other pertinent details including dimensions of ingress and egress and driveway areas. All parking areas shall be constructed of concrete or bituminous asphalt material.
  2. Landscaping Plans. Applicants for all uses in the A-3 district shall submit a plan to the community development director indicating landscaping and site treatment. Landscaping, open space, or the preservation of natural features shall include at least twenty-five (25) percent of lot area. The plans shall include the following requirements: screening of service yards and other unsightly activities; parking areas, traffic ways, and pedestrian ways shall be enhanced with landscaped spaces; and existing vegetation and topography which contribute to the development shall be preserved and developed.
  3. Traffic Impact Study. Applicants for all uses in the A-3 district shall submit a traffic impact study to include: (a) data on existing peak hour traffic volumes and conditions; (b) directional distribution estimates of added traffic; (c) projections of added traffic volumes for all of the appropriate critical hours; (d) determination of needed improvements, controls, driving locations, and their design; and (e) identification of any need for additional right-of-way which could be secured from the developer.
  4. Floodway/Floodplain Management. Land in the A-3 district shall be subject to the site development and permit requirements contained in CBMC 4.25.

15.06.070 Signs

Signage in this district shall comply with CBMC 15.33, "Signs."
