Whenever a violation of any provision of this chapter occurs, or is alleged to have occurred, any person may file a written complaint, setting forth the causes and basis thereof, with the Clerk. The Clerk shall promptly file each complaint received, and forward a copy to the Zoning Administrator, who shall immediately investigate the complaint, and take action thereon as provided by this chapter.
