1.   Civil Infraction. Violation of any provision of this chapter, or the failure to comply with any of its requirements, shall constitute a civil infraction.

2.   Penalties. Any person who violates or resists the enforcement of any of the provisions of this chapter or fails to comply with any of its requirements shall be guilty of a municipal infraction. Each day that a municipal infraction occurs constitutes a separate offense. Any person who violates any of the provisions of this chapter after having previously been found guilty of violating the same provision at the same location or at a different location shall be guilty of a repeat offense.

3.   Owners, Tenants, and Others. The owner or tenant of any building, structure, premises, or part thereof, and any architect, builder, contractor, agent, or other person who commits, participates in, assists in, or maintains such violation may each be charged and be found guilty of a separate offense and suffer the penalties provided.
