No building or other structure [as defined in Section 165.03] shall be erected, moved, added to, or structurally altered without a Certificate of Zoning Compliance issued by the Zoning Administrator. No Certificate shall be issued except in conformance with the provisions of this chapter, except upon the written order of the Board of Adjustment.
