60 - BOARD OF ARCHITECTURAL REVIEW
A board of architectural review (BAR) is established for the town of Darrington. The BAR shall consist of the planning commission members. The board of architectural review shall interpret, review and recommend to the city council design review issues for commercial projects proposed in the residential, commercial and the downtown commercial zoning districts.

Members of the BAR shall serve terms identical to those of their appointments as planning commissioners.

The purposes of the design review board are:
A.
To assure that commercial development within the residential districts, commercial districts and the downtown core are consistent with the town of Darrington's adopted interim design guidelines. All multifamily development is also subject to BAR review to insure compatibility with the surrounding area and the community character. Further, the BAR shall review projects for design consistency in terms of color application and signage.

Signage. All signs shall be consistent with the size requirements of the sign code whether affixed to the building or painted on a building or attached surface. The BAR shall have the authority to recommend the reduction in the number or size of signs.
2.
Color. The color of a building or structure shall be reviewed based upon the following considerations:
a.
The main color of the exterior walls shall be limited to those colors described in the interim design guidelines unless otherwise approved by the planning commission.
b.
Trim (fascia, cornice, windows and door trims, kick panels) colors may contrast or compliment the main color but shall not be bright or bold. Trim color may be lighter or darker shades of the main color or may be white. When using a contrasting trim color, bright or primary colors shall be avoided.
c.
Accent (doors, moldings, molding indentations, medallions and shadow lines of window and doorframes) colors may be brighter than main or trim colors. Accent colors shall be used with restraint and shall be limited to accenting details that might otherwise go unnoticed.
B.
To make suggestions on design alternatives which meet the needs of the property or business owner and which are consistent with and meet the intent of the town's design guidelines.
C.
To make recommendations to the city council on policies and ordinances that may affect the town's design and visual character.
D.
To make recommendations of approval, approval with conditions or disapproval for proposed designs of development projects within the residential districts, commercial district, downtown core and commercial projects within the economic development zone of Darrington.
E.
To make recommendations to the city council on other design matters, as may be referred to the BAR by the city council, pertaining to the appearance of the town.

The design review board shall review all proposals to build, locate, construct, remodel, alter, or modify any facade on any structure or building within the commercial district and downtown core of Darrington. The BAR will also review all multifamily projects over four units.

The board of architectural review may recommend approval, approval with conditions or disapproval of proposed project designs pursuant to the standards of the town's interim design guidelines. The BAR shall have no authority to make recommendations or final decisions on site plans.

The design review board shall be organized as follows:
A.
Chairman. The BAR shall elect one of its members to serve as chairman for a term of one year at its first meeting in January of each year.
B.
Quorum. No business shall be conducted without a quorum at the meeting. A quorum shall exist when the meeting is attended by a majority of the appointed members of the BAR, which may include the chairman.
C.
Voting. All actions of board of architectural review shall be represented by a vote of the membership. A simple majority of the members present at the meeting, in which action is taken, shall approve any action taken. The chairman may vote at the meetings.

The town's planning department shall provide the board of architectural review with such assistance as is reasonably necessary to enable it to perform its functions and duties.

Board of architectural review shall meet as necessary in place of the normal planning commission meetings. The meetings shall be held in the city council chambers or other place as announced.

The ordinance codified in this title shall not affect the existing vested rights of any applicant who has filed a permit application and has met all requirements for issuance of a permit prior to the effective date of the ordinance codified in this title. All such applications shall be processed to conclusion under the regulations in effect at the time that the application was filed.
