Development and use standards.
A.
Non-Conforming Uses. Nothing contained herein shall require any change or alteration of a lawfully constructed or established structure or use, or use authorized under an existing lease, in existence upon these regulations as specified in the non-conforming provisions of this title.
B.
General Provisions.
1.
All uses shall be compatible with the continued operation of the airport. No uses shall be allowed which:
a.
Release into the air any substances that would impair visibility or otherwise interfere with the operation of aircraft.
b.
Produce light emissions, either direct or indirect (reflective), which would interfere with pilot vision including the reduction of night vision capability of pilots while on the ground.
c.
Produce emissions that would interfere with aircraft communications systems or navigational equipment.
2.
No uses shall cause or produce objectionable effects which would impose a hazard or nuisance to adjacent properties by reason of smoke, soot dust, radiation, odor, noise, vibration, heat, glare, toxic fumes or other conditions that would adversely affect the public health, safety and general welfare.
3.
No uses which require the manufacturing or warehousing of materials which are explosive, flammable, toxic, corrosive, or otherwise exhibit hazardous characteristics shall be permitted except for the storage of aircraft fuel, oil, hydraulic fluid, paint and other materials routinely used to operate or maintain aircraft.
4.
Except as provided herein, no structure or any portion thereof on the promises of a permitted use shall be used for a residential dwelling. Exceptions to this section include:
a.
Airport manager's residence.
b.
Studio apartment (one owner/operator only) w/holding tank for septic uses.
c.
Structures necessary to temporarily shelter individuals responding to an emergency as identified and authorized by the town or other governmental entity.
d.
Primitive camping for those bringing aircraft to the airport. This shall not include any utility hookups. Campers shall camp at the plan parking site or in designated areas.
C.
Noise. Noise originating from aircraft in flight and that which is directly related to flight operations shall be expected to impact people in surrounding districts and is generally exempt from noise standards. Noise from aviation testing and maintenance that is not related to imminent flight shall be restricted to certain hours, locations, or other effective conditions by the town upon finding that the noise causes unreasonable impacts.
D.
Lighting.
1.
Structural lighting, with the exception of airport navigational lighting, shall not project directly into any residential district.
2.
Sign and building exterior lighting shall not project directly into the runway, taxiway or airport approach surfaces to the extent that it is a hazard or a distraction to aircraft.
3.
Lighting or vehicle and aircraft parking areas shall not create a nuisance to adjacent zones nor shall it pose a hazard to other vehicular traffic.
4.
Airport lighting used to illuminate runways, taxiways, airplane parking areas and to provide visual guidance for landing aircraft shall comply with the Darrington Municipal Airport Development Plan, a now exists or as may be hereafter amended, a copy of which is on file at City Hall.
E.
Height Restrictions. Height restrictions shall be in accordance with Federal Air Regulations Part 77 "Objects Affecting Navigable Airspace" and Federal Aviation Administration Advisory Circular 150/5300-13 "Airport Design".
F.
Building Design.
1.
Color:
Walls - Light Stone
Roof - Evergreen
2.
Roof Pitch:
Forty-foot span and under 4/12 with twelve-inch eaves.
Over forty-foot span per UBC and engineering specs.
3.
Doors: No sliding doors with supports that extend beyond the roof lines.
4.
Floors: All buildings must have concrete floors.
5.
Height: Maximum thirty-five-foot building heights shall be such as to not penetrate Part 77 surfaces as described in the height limit zoning section of this chapter.
6.
Construction: All buildings must be built out of metal. Hangars and other buildings shall be permanent, fully enclosed structures constructive of attractive, permanent material providing a minimum useful life of twenty-five years. Hangar exterior finishes shall be painted or coated high-quality steel or equal and shall be at least 26-gauge thickness. Building exteriors shall be colored to provide attractive appearance and produce minimum reflective surfaces and glare.
Structures and uses shall conform to all local building code requirements in effect at the time of construction and during use.
G.
Site Standards (Adjustable).
1.
Front: Forty-four feet six inches from centerline of any adjacent taxiway, fifteen feet from the property line.
2.
Side: Five feet on one side and ten feet on the other.
3.
Rear: Forty-four feet six inches from centerline of adjacent taxiway. Zero-foot setback from adjacent industrial property lines.
H.
Vehicle Parking.
1.
One and one-half spaces per hangar space.
2.
No storage of vehicles on site.
I.
General Review Considerations.
1.
There shall be no physical interference with the operations of aircraft on adjacent ramps, hangars, taxiways or runways.
2.
Adequate access shall exist for aircraft to hangars.
3.
Hangars will be adequately sized for type of aircraft and proposed use in accordance with these performance standards.
4.
The town reserves the right to inspect hangars periodically to assure compliance with all regulations.
J.
Minimum Pavement Requirements.
1.
Pavements, asphalt pavements shall conform to WSDOT Class B specification or equal and shall be installed by a licensed paving contractor.
2.
Flexible pavements shall have a minimum of four-inch compacted crushed rock base course laid over a compacted sub-base. The wearing course thickness shall be no less than two inches of hot-mix asphalt.
3.
All new pavements shall join existing pavements with a sawn transition joint without surface irregularities.
4.
Pavements constructed by developers outside leased areas become the property of the airport upon completion. The airport shall be responsible for maintenance of such pavements. Pavement constructed within leased areas remains the responsibility of the lessee for maintenance and snow removal.
