Every attempt should be made to integrate, in all higher-density residential developments, some housing (at least 10%) for people with low to moderate incomes. This chapter empowers the Commission to work with developers to create and facilitate strategies that allow new residential communities to offer some affordable housing units in an overall profitable development project.
