- C-4 COMMERCIAL DISTRICT REGULATIONS
Within all C-4 commercial districts, as shown on the official zoning map, the following regulations shall apply:
11.01.1 Principal uses.
1.
Any uses permitted in accordance with the "land use chart," section 2.16, table 3.
2.
Vehicle service garage (body and welding).
3.
Theaters (drive-in).
4.
Lumber yards (building material).
5.
Bus depots.
6.
Bowling alleys.
7
Mortuary and funeral homes.
8.
Plumbing shops.
9.
Beverage blending and bottling (not distilling).
10.
Sign manufacturing and painting including electrical signs (in excess of 32 square feet).
11.
Similar shops and stores for the conduct of retail and service business with approval of zoning commission if not specifically listed herein. Accessory buildings and uses customarily incidental to the herein listed uses with permit by building official
11.01.2 Permitted Conditional Uses. Application for conditional uses as shown in this section and the land use chart in section 2.16, table 3, shall be filed with the office of planning and development for review, prior to submission to the zoning commission. If public hearings, as defined in Section 18.08 are required in accordance with the land use chart, section 2.16, table 3, then the zoning commission and subsequently the board of aldermen, if required, will set the dates of such public hearings. If no public hearings are required, the developer can apply for a development (building) permit in accordance with the codes and procedures established by the office of the building official.

Mobile home parks. In developing a mobile home park, the developer shall be guided by the following requirements:
a.
Submission of a preliminary subdivision lay out, plot plan, indicating the location and dimensions of trailer spaces and structures and their interrelationship to streets, alleys and other relevant infrastructure and natural features within the development.
b.
Park density. The mobile home park shall not have a gross density exceeding eight units per acre.
c.
Setback requirements. No mobile home shall be located closer than 25 feet to any park property boundary line which abuts upon a park street or public street.
No mobile home shall be closer than ten feet on it's longest side or five feet on it's shortest side to any mobile home space line, except as indicated in paragraph (a) above.
Mobile home accessory buildings shall be no closer than three feet from a mobile home or mobile home space line. Fences shall not be located closer than five feet to any mobile home or accessory building structure.
No mobile home shall be parked in such a manner as to obstruct any roadway or walkway within the mobile home park.
Unless the mobile home is situated on a mobile home space, it shall be unlawful to allow any mobile home to be occupied within the mobile home park.
d.
Mobile home space area. No space in a mobile home park shall have an area of less than 4,500 square feet with no dimension of less than 45 feet.
The area of a mobile home space occupied by a mobile home and accessory structures shall not exceed 75 percent of the mobile home space's total area.
All mobile home spaces shall front on a street or public way.
In an attempt to avoid pointed or very irregular spaces, side lines of lots should be at approximate right angles to straight streets and on radial lines on curved streets.
e.
Park maintenance standards. The park shall be maintained in a clean sanitary condition at all times. Grasses, weeds and other such vegetation which is not part of the ornamental land height of 12 inches.
f.
Access and interior streets. Access of a safe and convenient nature shall be provided for pedestrian and vehicular traffic as well as emergency and service vehicles at all times.
The street layout of minor access streets shall discourage through traffic use.
Streets designed for the general use of the residents of the mobile home park shall be adequately lighted during darkness hours.
g.
Parking of vehicles. The design of mobile home parks shall include two automobile spaces per mobile home space as off-street parking.
h.
Infrastructure improvements. No infrastructure improvements, streets, water and sewerage systems, gas distribution, etc., will be allowed until all plans and specifications for these improvements have been submitted and approved by the city. Testing by an independent geotechnical laboratory will be required during construction. No improvements will be accepted by the city until all required inspections and testing has been done, and approved by the city.

j.
Placement of trailers. Prior to placing a trailer on a trailer space in a trailer park, the owner of the trailer or the manager of the trailer park, will be required to obtain a permit from the office of building permits and inspections. Placement of a trailer on a trailer space has to conform to all requirements of the building code and flood plain management ordinance of the city. It is the responsibility of the owner of the trailer or the trailer park manager to make arrangements to have all required utilities connected to the trailer unit. Occupancy will not be given until this is done.

11.01.3 Trailer parks (mobile homes and RV parks). See sections 7.01.2.3 and 14.07.
11.01.4 Special use permits. Special use permits may or may not be allowed in this district. Any uses permitted under this procedure is shown in the land use chart, section 2.16, table 3. Procedure to be followed for a special use permit is described in section 18.08.
