- R-2 RESIDENTIAL DISTRICT REGULATIONS
Within all R-2 residential districts, as shown on the official zoning map, the following regulations shall apply:
6.01.1 Principal uses.

Any uses permitted in R-1 residential district.
2.
Two family dwellings.
3.
Uses permitted in accordance with the land use chart, section 2.16, table 3.
4.
Accessory uses permitted in R-1, residential district.
6.01.2 Permitted conditional uses. Application for conditional uses as shown in this section and the land use chart in section 2.16, table 3, shall be filed with the office of planning and development for review, prior to submission to the zoning commission. If public hearings, as defined in section 18.08 are required in accordance with the land use chart, section 2.16, table 3, then the zoning commission and subsequently the board of aldermen, if required, will set the dates of such public hearings. If no public hearings are required, the developer can apply for a development (building) permit in accordance with the codes and procedures established by the office of the building official.

Zero-lot-line development. Zero-lot-line houses (ZLL), such as garden or patio homes, are sited on one side lot line or on common side lot lines, like duplexes. The following criteria and requirements are required in the process of approving a zero-lot-line development.
a.
Submission of a preliminary subdivision lay out, indicating the location and dimensions of lots and structures and their interrelationship to streets and other relevant infrastructure and natural features within the subdivision.
b.
Minimum area for a zero-lot-line development shall be two acres. Any lot adjacent to a zero-lot-line side yard must be under the same ownership at the time of initial construction to insure that a developer will not infringe on the property rights of owners of adjacent tracts.
c.
Zero-lot-line developments shall be clustered to form groupings making efficient, economical and comfortable and convenient use of land and open space by alternative means to conventional arrangements of yards and buildable areas.
d.
Zero-lot-line developments shall provide a permanent open space designed for recreational purposes. The size of this recreational area will depend on the size of the development on the basis of 600 square feet per unit or lot.
e.
Minimum lot size and yard requirements:
The minimum lot size shall be as follows:
Width: 50 ft.
Depth: 100 ft.
Area: 5,000 sq. ft.
The minimum yard requirements shall be as follows:
Front yard: 25 ft.
Rear yard: 20 ft.
Side yard: One side yard must be zero and the other at least ten ft.; 15 ft. when on side street. When adjoining a non-zero-lot-line lot, the side yard requirement shall be a minimum of five feet or side yard requirements of adjoining property whichever is greater. The side yard set back of ten feet must be kept perpetually free of obstructions.
Maximum building height: 35 ft.
f.
A windowless wall on the zero-lot-line side yard must be constructed of maintenance-free, solid, decorative masonry and no portion can project over any property line. Legal provisions shall be made, such as an easement on the adjoining lot, for permanent access for the exterior portion of any proposed windowless wall on the zero-lot-line side yard.
6.01.3 Special use permits. Special use permits may or may not be allowed in this district. Any uses permitted under this procedure is shown in the land use chart, section 2.16, table 3. Procedure to be followed for a special use permit is described in section 18.08.
