All ordinances or part of ordinances which are in conflict with this ordinance are hereby repealed.

This ordinance shall take effect from and after the date of its adoption and publication as provided by law.

If any section, subsection, paragraph, sentence, or clause or phrase of this ordinance shall, for any reason, be held unconstitutional by any court of competent jurisdiction, such decision shall not effect the validity of the remaining portions of this ordinance which shall continue in full force and effect.
