24 - R-MD MEDIUM-DENSITY RESIDENTIAL DISTRICT*3

17.24.010 - Purpose.

The R-MD medium-density residential district is primarily established to promote a suitable residential environment and to accommodate town houses and apartments of medium density to meet the needs of various income or age groups in the city. For the R-MD medium-density residential district, in promoting the general purposes of this title, the specific intent of this section is:

A.

To encourage the construction or placement of, and the continued use of the land for residential purposes on urban lots;

B.

To prohibit high density residential, and industrial use of the land and to prohibit any other use which would substantially interfere with development or continuation of single-family dwellings in the district;

C.

To discourage any use which because of its character or size would generate traffic or require municipal services substantially in excess of traffic and services that would exist if the district were developed solely for multifamily dwellings.

17.24.020 - Permitted uses.

A.

Single-family detached dwelling units;

B.

Two-family dwelling units;

C.

Multiple-family attached dwelling units, including townhouses, garden apartments and multiple-dwelling unit structures not exceeding eight dwelling units in a structure;

D.

Neighborhood playgrounds and open spaces;

E.

Accessory buildings and structures;

F.

Home occupation;

G.

Home day-care facilities accommodating eighteen or less children;

H.

Group homes serving eight or fewer individuals.

17.24.030 - Conditional uses.

A.

Churches, cemeteries and related uses;

B.

Home day-care facilities accommodating more than eighteen children;

C.

Public and private schools;

D.

Public facilities such as parks, golf courses except miniature golf courses and driving ranges operated for profit;

E.

Parking lots;

F.

Public or private utility structures;

G.

Hospitals and clinics;

H.

Colleges and universities;

I.

Municipal facilities such as fire stations, city hall, police stations and museums;

J.

Bed and breakfast establishments;

K.

Attached and detached accessory dwelling units as provided in Section 17.76.130.

17.24.040 - Lot coverage.

The ground area occupied by the principal and all accessory buildings shall not exceed fifty percent of the total area of the lot.

17.24.050 - Lot area and lot width.

A.

The minimum lot area for each multifamily dwelling unit in the city shall be three thousand five hundred square feet area. The minimum lot area in the extraterritorial planning area shall be seven thousand square feet per dwelling unit.

B.

For single-family dwelling units, the minimum lot area shall be seven thousand square feet in the city and fourteen thousand square feet in the extraterritorial area. The minimum lot area for duplexes shall be ten thousand square feet in the city limits and twenty thousand square feet in the extraterritorial planning area.

C.

For multiple-family uses the minimum lot width shall be sixty five feet.

17.24.060 - Yard requirements.

A.

The minimum front yard, measured from the front lot line, shall be no less than twenty feet on local streets and fifty feet for collector and arterial streets.

B.

The minimum rear yard, measured from the rear lot line, shall be no less than twenty feet.

C.

The minimum side yard, measured from the side lot line, shall be no less than eight feet on each side of a lot.

17.24.070 - Building height.

A.

No building shall be more than two and one-half stories or thirty-five feet high.

B.

Nonresidential buildings permitted as conditional uses shall not be more than three stories high excepting church steeples and other similar structural elements.

17.24.080 - Parking.

A.

There shall be a minimum of two off-street parking spaces provided for each residential dwelling unit.

B.

The parking need for the conditionally permitted uses shall be subject to the requirements of Chapter 17.52.

17.24.090 - Signs.

A.

There shall be no more than one identification sign per residential dwelling unit not exceeding two square feet in area, or there shall be no more than one identification sign for structures with more than four dwelling units not exceeding thirty-six square feet in area. The sign may be wall, pedestal, ground or projecting type but it shall not project into the public right-of-way or public property.

B.

Temporary signs including "For Sale," "For Rent," political campaign signs, greeting signs and rally signs are permitted.

C.

For nonresidential uses, the provisions of Section 17.76.030 shall apply.
