28 - R-HD HIGH-DENSITY MULTIPLE-FAMILY RESIDENTIAL DISTRICT*4

17.28.010 - Purpose.

The R-HD high-density multiple-family district is primarily established to promote a suitable residential environment and to accommodate high-density residential district to meet the needs of various income and age groups. For the R-HD, in promoting the general purposes of this title, the specific intent of this section is:

A.

To encourage the construction of and the continued use of the land for residential purposes;

B.

To prohibit commercial and industrial use of the land and to prohibit any other use which would substantially interfere with the development or continuation of residential structures in this district;

C.

To discourage any use which because of its character or size would create requirements and cost for public services, such as water supply and sewerage substantially in excess of such requirements if the district were developed solely for multifamily dwellings and limited business development.

17.28.020 - Permitted uses.

A.

Single-family dwelling units;

B.

Two-family dwelling units;

C.

Multiple-family dwelling units;

D.

Home occupation;

E.

Accessory buildings and structures;

F.

Parks and playgrounds;

G.

Parking lots;

H.

Municipal facilities such as City Hall, fire station, police station, library, and museum;

I.

Parks and open spaces, including golf courses and outdoor sports facilities;

J.

Home day-care facilities accommodating eighteen or less children;

K.

Group homes serving eight or fewer individuals.

17.28.030 - Conditional uses.

A.

Colleges and universities;

B.

Churches and cemeteries;

C.

Home day-care facilities accommodating more than eighteen children;

D.

Nursing homes;

E.

Public and private schools;

F.

Group quarters, lodging houses and rooming houses;

G.

Professional offices;

H.

Private clubs and fraternal organizations including residential uses for caretaker or custodian;

I.

Bed and breakfast establishments;

J.

Clinics and hospitals;

K.

Emergency medical air transport services with supporting structures, i.e. hangers, landing pads, etc.;

L.

Attached and detached accessory dwelling units as provided in Section 17.76.130.

17.28.040 - Lot coverage.

The ground area occupied by the principal building and all accessory buildings shall not exceed sixty percent of the total lot area.

17.28.050 - Lot area and lot width.

A.

A minimum lot area for each dwelling unit in a multiple-family structure of nine or more units in the city shall be two thousand five hundred square feet. The minimum lot area for each dwelling unit in the extraterritorial planning area shall be five thousand square feet. For multiple-family structures of eight or less units the minimum lot area per dwelling unit shall be three thousand five hundred square feet in the city limits and seven thousand square feet in the extraterritorial planning area.

B.

The minimum lot area for a single-family unit shall be seven thousand square feet in the city limits and fourteen thousand square feet in the extraterritorial planning area. The minimum lot area for duplexes shall be ten thousand square feet in the city limits and twenty thousand square feet in the extraterritorial planning area.

17.28.060 - Yard requirements.

A.

The minimum front yard, measured from the front lot line, shall be no less than twenty feet on local streets and fifty feet for collector and arterial streets.

B.

The minimum rear yard, measured from the rear lot line, shall be twenty feet.

C.

The minimum side yard, measured from the side lot line, shall be ten feet.

17.28.070 - Building height.

A.

No residential building shall be more than three stories or forty-five feet high.

B.

Nonresidential buildings shall be no more than four stories or forty-five feet high excepting church steeples and similar structural elements.

17.28.080 - Parking.

A.

There shall be no less than two off-street parking spaces for each residential dwelling unit. For efficiency apartments there shall be at least one space per dwelling unit.

B.

There shall be no less than one off-street parking space for each ten beds in the nursing homes and group homes.

C.

For nonresidential uses the provisions of Section 17.76.020 shall apply.

17.28.090 - Signs.

A.

There shall be no more than one identification sign per residential dwelling unit not exceeding two square feet in area, or there shall be no more than one identification sign for structures with more than four dwelling units not exceeding thirty-six square feet. The sign may be wall, pedestal, ground or projecting type but it shall not project into the public right-of-way or public property.

B.

Temporary signs including "For Sale," "For Rent," political campaign signs, greeting signs and rally signs are permitted.

C.

For nonresidential uses, the provisions of Section 17.76.030 shall apply.
