32 - R-MHP PLANNED MOBILE HOME PARK DISTRICT*5

The R-MHP planned mobile home park district is primarily established to promote a suitable mobile home rental spaces for permanent occupancy or for recreational uses. The placement of mobile homes shall meet the requirements of the City Code. A building permit is required for any unit added in the park. For the R-MHP planned mobile home park district, in promoting the general purposes of this title, the specific intent of this section is:
A.
To prohibit commercial and industrial uses of the land;
B.
To encourage suitable and proper development of mobile home parks.

C.
Accessory buildings such as garages and storage buildings;
D.
Neighborhood parks and playgrounds;

Home occupation;

A site plan prepared by a registered engineer, architect or a qualified planner is required to include the following:
A.
Topographical map showing the original and final contours;
B.
Proposed storm water drainage system;
C.
Layout of lots, block, street and walkway systems including the location of entrances and exits to and from the park;
D.
Location and capacity of water and sanitary sewer systems including distribution and collection systems;
E.
Park and playground areas and location of the park service buildings;
F.
Fencing and screen planting;
G.
Provision for garbage collection;
H.
Statement of conformance with the Federal Housing Administration's Minimum Property Standards for Mobile Home Courts.

The ground area occupied by the principal and accessory buildings shall not exceed thirty percent of the total area of the lot.

A.
The minimum park area shall be no less than two acres.
B.
The minimum lot area for each rental site shall be five thousand square feet for single-wide mobile home and seven thousand square feet for double-wide manufactured home. Each lot shall directly front on a roadway.
C.
The minimum lot width for each rental site shall be forty feet for single-wide mobile home and fifty feet for double-wide mobile home.

For determining the yard requirements in this district the placement of the unit shall be considered regardless of the entrance to the unit.
A.
The minimum front yard, measured from the front property line on public rights-of-way shall be twenty feet. This distance is to be measured from the property line.
B.
The minimum rear yard from a mobile home park's exterior property lines shall be fifteen feet.
C.
The minimum side yard for units, additions, sheds and garages abutting public rights-of-way or a mobile home park's exterior property lines shall be ten feet. For interior lots the minimum distance between the units and any additions shall be twenty feet.
D.
Detached garages and sheds shall be a minimum five feet from the unit and a minimum ten feet from an adjacent unit and five feet from a neighboring accessory structure.

No building or structure shall be more than two and one-half stories or thirty-five feet high.

A.
Roadways within the parks shall be hard-surfaced, either concrete or bituminized.
B.
All provisions for water supply, laundry, sewage and fire protection to be provided in any R-MHP district shall have been approved by the appropriate city department and shall meet city service standards.
C.
Recreation area shall be provided within each mobile home park for the exclusive use of the park occupants. Such recreation site or sites shall have a minimum area of six percent of the lot area.
D.
All mobile home parks shall have near their main entrance, a park office in which there shall be an up-to-date list of park residents along with their address and a diagram of the park layout.
E.
Each mobile home shall be anchored to the ground for purposes of withstanding wind pressures specified for such mobile/manufactured homes prior to occupancy of the unit.
F.
Existing R-MHP shall not be enlarged or extensively altered unless such alteration complies with the provisions of this article.

There shall be a minimum of two off-street parking spaces for each dwelling unit.

A.
There shall be no more than one identification sign per mobile/manufactured home unit exceeding two square feet in area.
B.
The location and size of identification signs for the manufactured home park shall be approved by the code administrator but in no event the size of the sign shall exceed forty square feet. Signs may be wall, pedestal, ground or projection type but shall not project into the public right-of-way or public property.
C.
Temporary signs such as "For Sale," "For Rent," political campaign signs, greeting signs and rally signs are permitted.
