28 COMBINING FLOODPLAIN DISTRICT – F-1
§ 17.28.010 Purpose.
The F-1 zone is intended to allow projects, activities and facilities deemed necessary for the maintenance of the public health, safety and welfare, plus such other public purposes consistent with the general plan.

§ 17.28.020 General plan consistency.
This zone district is consistent with the district with which it is combined.

§ 17.28.030 Density/intensity.
All uses in the district with which the F-1 district is combined; provided, that if the regulations of this section impose different regulations, then regulations of this district shall control.

§ 17.28.040 Site development standards.
All standards in the district with which the F-1 district is combined; provided, that if the regulations of this section impose different regulations, then regulations of this district shall control.

§ 17.28.050 Permitted uses.
Because of the potential for flooding, there are no permitted uses in this zone district. All uses must be reviewed and approved as a conditional use.

§ 17.28.060 Accessory uses.
All uses in the district with which the F-1 district is combined; provided, that if the regulations of this section impose different regulations, then regulations of this district shall control.

§ 17.28.070 Conditional uses.
Only the following uses may be permitted:
A.
Growing and harvesting of field crops, vines, vegetables and horticultural specialties, excluding tree crops, the grazing of sheep, goats, horses, mules, bovine animals, and other domesticated quadrupeds, parks, campgrounds, playgrounds, golf courses, and athletic fields, exclusive of structure.
B.
Excavation and removal of rock, sand and gravel.
C.
Public utility facilities.
