CHAPTER 17

10 SINGLE-FAMILY RESIDENTIAL – R-1-10 10,000 SQUARE FOOT MINIMUMS

§ 17.10.010 Purpose.

This zone district is intended to provide areas for conventional single-family homes. The assigned density is consistent with typical residential development with 10,000-square-foot lot minimums. Nothing in this zone district prohibits larger lot sizes.

§ 17.10.020 General plan consistency.

This zone district is consistent with the general residential land use designation.

§ 17.10.030 Density/intensity.

A. 
One to four housing units per gross acre.
B. 
Minimum parcel size: 10,000 square feet.
C. 
One single-family dwelling unit for each parcel.
D. 
Maximum lot coverage – Residential uses: 40 percent.
E. 
Maximum lot coverage – Nonresidential uses: 60 percent.

§ 17.10.040 Site development standards.

A. 
Setbacks.

D. 
Parking.
1. 
Two parking spaces per family unit outside of any required setback. One parking space must be covered.

Parking stalls must be parallel and not tandem.
3. 
The parking area and the driveway between the public street and the parking area must be covered in an all-weather surface (concrete, asphalt, bricks, etc.).
4. 
Each required parking space shall have a minimum dimension of nine feet by 19 feet.
E. 
Signs. A single sign not advertising any business, not exceeding two square feet in area in accordance with EMC § 17.34.190.
F. 
Eave Overhang. All single-family dwellings including manufactured homes shall have a minimum eave overhang of at least 16 inches. If the council finds a lesser overhang is the standard in the neighborhood, a minimum eave overhang consistent with the neighborhood standard shall be permitted.

§ 17.10.050 Permitted uses.

The following uses are permitted in the R-1-10 zone district subject to issuance of a building permit, business license or other required permit(s):
A. 
Single-family dwellings.
B. 
Small group care home of clients pursuant to the California Health and Safety Code subject to review for overconcentration.
C. 
Small family day-care facilities.
D. 
Parks, picnic areas and playgrounds associated with approved development.
E. 
Small agricultural employee housing.
F. 
Supportive housing.
G. 
Transitional housing.

§ 17.10.060 Accessory uses.

The following uses are permitted in the R-1-10 zone district as an accessory to the primary permitted or conditionally permitted use:
A. 
Garage or carport.
B. 
Swimming pool.
C. 
Fences, walls consistent with the provisions of EMC § 17.34.060.
D. 
Home occupation consistent with the provisions of EMC § 17.34.030.
E. 
Accessory dwelling units and junior accessory dwelling units consistent with the provisions of Chapter 17.52 EMC.
F. 
Usual and customary structures associated with a residence.

§ 17.10.070 Conditional uses.

The following uses are permitted in the R-1-10 zone district upon approval and validation of a conditional use permit, in addition to any other permits or licenses required for the use. Setbacks and development criteria may be amended during the conditional use permit process:
A. 
Large family day-care facilities.
B. 
Places of Assembly or Learning.
1. 
Churches or other places of worship or spiritual assembly.
2. 
Grange halls, community centers, meeting halls.
3. 
Schools, public or private.
C. 
Public and Quasi-Public Facilities.
1. 
Electrical substations.
2. 
Fire, police or sheriff substation.
3. 
Parks, picnic areas and playgrounds not associated with approved development.
4. 
Water and wastewater treatment facilities.
D. 
Buildings and structures taller than specified in EMC § 17.10.040(B).
E. 
Transient residential uses such as motels, hotels, bed and breakfasts, etc.
F. 
Large group care home of clients pursuant to the California Health and Safety Code subject to review for overconcentration.
G. 
Other uses similar to those listed in this section.
