The city council does, and has heretofore, deemed the creation of a planning commission unnecessary and has in accordance with Sections 278.030 and 278.040 of the Nevada Revised Statutes, acted as the planning commission and will continue to do so until such time as it shall be deemed necessary to create a planning commission. Until such time as a planning commission is created, all references in this chapter to "planning commission" shall refer to the city council acting as such.
