There is created a board of adjustment which shall hear and decide appeals from regulations and requirements of this title and shall sit and decide upon all matters referred to it or properly of concern in the administration of this title. All actions of the board shall be limited to administrative actions only, and in order to insure the intent and purpose of this title shall apply in special cases as herein defined.

The zoning board of adjustment shall consist of five members who shall be appointed by the mayor, subject to confirmation of the city council, to a five-year overlapping term. No member so appointed may hold another public office, except that one member may also be a member of the planning commission. Each member of the zoning board of adjustment shall serve without compensation. Any member so appointed may be removed after public hearing for inefficiency, neglect of duty or malfeasance of office. Vacancies shall be filled for unexpired terms as created.

The board of adjustment shall adopt rules and set procedures and shall elect a chairman from among its own members. All meetings shall be public and held at call of the chairman. The board shall keep minutes of the proceedings showing the vote of each member on each question. Three members constitute a quorum.
