ARTICLE XV

HIGHWAY COMMERCIAL DISTRICT

Sec. 1500.1 - Statement of purpose.

The Highway Commercial District is intended to provide for major commercial service, repair, sales and automobile-oriented business and certain processing establishments serving a large trade area, usually a whole community. The trade area population served by those establishments require easy access although patronage is more dispersed to these establishments less frequent than in other commercial zoning districts. The specific intent of these regulations is to insure that establishments desiring location along major traffic routes be grouped and that adequate roadways be provided. Because these establishments are subject to the public view, which is a matter of important concern to the whole community, they should provide an appropriate appearance and suitable landscaping. It is further intended that establishments in this district be separated from residential and other less intensely developed land use areas by physical barriers or adequate space and screening.

Sec. 1500.2 - Permitted uses.

A.

Any retail business or retail service including restaurants.

B.

Places for public assembly or amusement.

C.

Offices, drive-in businesses and facilities including animal hospitals.

D.

Automobile parking lots (private or commercial), provided that wherever abutting a residential neighborhood, the parking lot boundary shall be densely planted with trees or shrubbery.

E.

Dwelling units occupying the upper floors of the building.

F.

Repairs or service shops.

G.

Light manufacturing uses, operated entirely within an enclosed structure, that emit no dust, smoke, noxious odor or fumes, or other wastes outside the structure, that produce no measurable vibration at any point on the property line, and that produce no noise in excess of five (5) decibels at any point on the property line.

H.

Wholesale, warehouse and truck terminal operations, provided that all outdoor activities shall be screened from public view by densely planted trees or shrubbery or by an approved masonry wall.

Sec. 1500.3 - Dimension and area regulations.

The Highway Commercial (HC) Zone shall be a depth of two hundred (200) feet deep from the right-of-way line or the depth of the property as it existed and as recorded in the plat book of the Greenup County Clerk's Office as July 1, 2010.***

Sec. 1500.4 - Parking requirements.

Parking spaces shall conform to the parking standards found in Article VIII.
