Off-Street Parking and Servicing

§ 330-49 General parking standards.

A. 
The provisions of this article are minimum standards intended to limit congestion in the streets, protect property values and promote public safety.
B. 
Off-street parking spaces on the same lot as the use to be served shall be provided by the developer for any new apartment, commercial, industrial or institutional project or any expansion thereof in accordance with this article.
C. 
Every single-family dwelling, two-family dwelling or townhouse constructed after the date of adoption of this chapter shall be provided on the same lot with at least two off-street parking spaces in a driveway and/or garage.
D. 
No required parking space for an apartment building shall be more than 200 feet from an entrance to the building available to the occupants. In all other cases, no required space shall be more than 600 feet from an entrance to the building the parking serves.
E. 
Development in place prior to the adoption of this chapter is not required to comply with this article or later amendments to it, except that the developer of any expansion shall provide required parking to serve the expansion.

§ 330-50 Dimensional standards.

A. 
Each parking space shall be not less than nine feet wide and shall contain at least 180 square feet of area.
B. 
Each space in a parking lot shall abut an access aisle. No spaces shall be directly accessible from a public street unless the street right-of-way is not more than 25 feet wide and the street abuts few if any lots which have their only access to it.
C. 
Most parking spaces will be arranged at right angles to the access aisle. The minimum dimension across one row of spaces and one access aisle shall be 42 feet, and across two rows of spaces, an access aisle 62 feet.
D. 
Handicapped parking spaces shall be provided in each lot in accordance with the current standards of the Americans with Disabilities Act.[1]

E. 
Parking spaces shall be marked off by paint on paved surfaces or by stop bars on paved or any other surface if the lot will contain 20 or more spaces.

§ 330-51 Environment of parking lot.

A. 
Surfacing materials. Parking lots shall have a nonshifting, well-choked, all-weather surface. Where lots are designed to contain more than 40 spaces, they shall be paved with at least 4 1/2 inches crushed stone well-choked and rolled, topped by at least 1 1/2 inches asphalt wearing course.
B. 
Stormwater management. All parts of a paved surface that do not allow stormwater to percolate through into the ground shall be sloped not less than 0.5% nor more than 6% in any direction. All stormwater falling on a paved surface shall be directed to storm inlets, underground pipes, a detention basin, and/or to an existing swale, stream or storm sewer.
C. 
Parking lot edges and setbacks. Parking lots within an apartment development or a commercial or industrial property shall be set back at least three feet from any property line that abuts property zoned CON, R-1, R-2 or A/R. The area within the setback strip shall be landscaped as required by § 330-42K above. Parking lots in front yards abutting streets across which the land is zoned CON, R-1, R-2 or A/R shall be set back at least 20 feet and the setback area planted in lawn or other ground cover and trees as required by § 330-42K above.
D. 
Parking lot lighting and signage. Parking lots may be lit, at the owner's option. Light fixtures shall be the cutoff luminary type, shall be mounted not more than 20 feet off the pavement, shall be focused to minimize light trespass off the lot, and shall not produce more than five footcandles or less than one footcandle measured at the parking lot surface. Unlighted signs not more than four square feet in area each face may be located at parking lot entrances to direct traffic. Any restrictions on parking lot use may be posted on an unlighted sign not more than 10 square feet in area each face. No parking lot signs shall carry any advertising.

§ 330-52 Minimum number of spaces required by use.

A. 
Where square footage is used as a measure for the minimum number of required spaces below, dimensions of buildings shall be measured between the outside lines of walls. In the following table, the number of spaces is the minimum required and "unit" is the unit of measure. Multiply the number of spaces times the unit of measure to determine the minimum number required for a development. Where several uses share the same parking lot, the minimum number of parking spaces required for each use shall be added together to determine the minimum number required in the lot.

§ 330-53 Off-street servicing.

A. 
Whenever a commercial or industrial business contains not less than 5,000 square feet or more than 25,000 square feet of floor area, one off-street loading and unloading space shall be provided on the lot, not within an area required for off-street parking. For each additional 20,000 square feet of floor area or fraction thereof, one additional servicing space shall be provided on the lot.
B. 
When several businesses or business buildings share the same property, servicing may occur at one location, provided the square footage of all the buildings to be served are added together to determine the number of required servicing spaces.
C. 
All the requirements for surfacing, lighting and screening contained in § 330-51 shall apply to servicing areas.
D. 
Vehicles using servicing areas should be able to enter and leave the property on which the servicing area is located moving in a forward direction.

§ 330-54 Processing of parking proposals.

A. 
Any development proposed, except for single-family or two-family homes, shall include a plan for off-street parking in accordance with the requirements of this article.
B. 
The parking plan shall show the location of each parking space and access from a public street. In addition, the plan shall indicate the proposed grading of the lot and the system of stormwater removal, including, for paved lots, inlets, piping, detention basin and outfall.
